Grant Description

The High Priority – Innovative Technology Deployment (HP-ITD) grant is administered by the U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA). This program supports innovative projects that enhance intelligent transportation systems (ITS) for commercial motor vehicle (CMV) operations. The fiscal year 2025 funding opportunity, titled "High Priority Program – Innovative Technology Deployment (HP-ITD)", under funding number FM-MHP-25-005, aligns with FMCSA’s mission to reduce CMV-related crashes, injuries, and fatalities. Approximately $86.6 million is expected to be awarded across HP-CMV and HP-ITD, with the HP-CMV awards managed under a separate NOFO. The program focuses on funding projects that deploy or maintain CMV-related information systems and networks. These include electronic screening technologies, commercial driver and carrier information systems, and support for CVIEW and SAFER database integration. Core program objectives are improving CMV safety and productivity, enhancing data sharing and credentialing capabilities, and reducing costs linked to regulatory compliance. FMCSA will prioritize applications that support these goals through real-time data dissemination, electronic credentials administration, and performance-based projects tied to approved Program Plan/Top Level Design (PP/TLD) documents. HP-ITD grants are available to all U.S. states, the District of Columbia, and U.S. territories such as Puerto Rico, Guam, and the Virgin Islands. Eligible applicants must have a Secretary-approved PP/TLD and demonstrate adherence to interoperability and national ITS architecture standards. A Memorandum of Understanding is required if the applying agency is not the lead ITD entity in the state. Applications are limited to four projects each and must include detailed narratives, budget justifications, and compliance with federal forms and certifications. Applications must be submitted via Grants.gov by June 20, 2025, at 5:00 p.m. EST. Required materials include SF-424, SF-424A, SF-424B, lobbying disclosures, budget narratives, project narratives, and supporting certifications. Applications must not exceed 35 pages for narratives and should follow specific formatting guidelines. The period of performance is up to five years, starting with the federal fiscal year of the award. Evaluation of applications includes eligibility screening, technical merit, budget cost analysis, program-specific relevance, and past performance if applicable. Successful applicants will receive a Notice of Grant Agreement via GrantSolutions, and FMCSA may issue partial funding or add special award terms. The grant is non-renewable, and recipients must comply with all reporting requirements and federal policies including Title VI of the Civil Rights Act and Executive Orders on economic analysis and domestic preference.
