The City of Portland is offering a funding opportunity through its Ceasefire Community Response Program (CCRP), a core component of the City's Gun Violence Reduction Strategy (GVRS). This grant-funded initiative seeks to engage qualified community-based organizations in delivering targeted violence intervention and support services. These services aim to reduce gun violence, support individuals at the highest risk of firearm involvement, and foster safer neighborhoods through relationship-based strategies and cross-system collaboration. Proposals are due by April 15, 2026, at 5:00 PM Pacific Time. CCRP prioritizes individuals most at risk of being involved in firearm-related incidents—either as victims or perpetrators. Interventions are structured around evidence-informed approaches that include Intensive Case Management (ICM), Cognitive Behavioral Therapy (CBT), Hospital-Based Violence Intervention (HVIP), and Technical Assistance. The program emphasizes community credibility, sustained engagement, and cross-sector alignment, encouraging applicants to demonstrate strong partnerships, cultural relevance, and clear ties to impacted communities. All funded programs must align with the GVRS framework and performance expectations. Adult Intensive Case Management programs may receive up to $1.8 million to deliver weekly one-on-one support, street-level conflict mediation, and service navigation for individuals over 18 identified through law enforcement or hospital referrals. Youth ICM services, with a maximum award of $700,000, are designed for high-risk youth aged 13–24 and include trauma-informed mentorship, school engagement support, and family outreach. CBT programs will be delivered in cohort-based formats, with up to 15 participants per group, focusing on cognitive restructuring, impulse control, and conflict de-escalation using structured curriculum and clinical oversight. Hospital-Based Violence Intervention Programs, with a ceiling of $400,000, must provide bedside engagement within 72 hours, offer risk assessments, and facilitate warm handoffs to community support providers. Technical Assistance awards of up to $125,000 will support grantees in enhancing data systems, ensuring program fidelity, and building administrative and fiscal capacity. All awards must follow strict budget allocations, including 80% personnel, 10% operations, and 10% administrative costs for direct service categories. The RFP was released on March 25, 2026. Proposals must be submitted electronically by April 15, 2026, at 5:00 PM PT. Selected contractors are expected to begin services by July 1, 2026, pending City Council budget approval. Proposals will be evaluated by a committee based on capabilities, project design, team qualifications, data system readiness, and alignment with GVRS. Organizations with operating budgets under $1 million may apply for no more than $500,000 per category. The City reserves the right to make multiple awards based on service categories and qualifications.
