Global Health Security (GHS) Activity
This funding opportunity is designed to enhance Pakistan's ability to prevent and respond to infectious diseases by improving health coordination, surveillance systems, and emergency response capabilities, initially focusing on Sindh Province.
The Global Health Security (GHS) Activity, funded by USAID, is designed to strengthen Pakistan's capacity to prevent, detect, and respond to emerging infectious diseases (EIDs). This initiative is part of the broader U.S. Government Global Health Security Strategy, emphasizing a One Health approach, which integrates human, animal, and environmental health efforts to better address disease threats. The primary objectives of the GHS Activity are to operationalize a One Health approach, improving coordination between federal and provincial levels and reinforcing health workforce and policy frameworks. It also aims to strengthen disease detection and surveillance systems by expanding and digitizing integrated disease surveillance systems and enhancing multi-sectoral data integration. Additionally, the project will focus on building capacity for rapid and effective response to EID outbreaks, concentrating on improving infection prevention and control (IPC), emergency management systems, and sanitary animal production practices. The project is expected to receive $43 million over five years, starting in February 2025. Activities will initially focus on Sindh Province and then potentially expand to other regions. Applicants are required to submit their applications by November 15, 2024, with the deadline for questions set for October 7, 2024.

While for-profit firms may participate, pursuant to 2 CFR 200.400(g), it is USAID policy not to award profit to prime recipients and subrecipients under assistance instruments. However, while profit is not allowed for sub-awards, the prohibition does not apply when the recipient acquires goods and services in accordance with 2 CFR 200.317 -326, “Procurement Standards.” Forgone profit does not qualify as cost-share. Each applicant must be found to be a responsible entity before receiving an award. The Agreement Officer (AO) may determine that a pre-award survey is required in accordance with ADS 303.3.9.1 to determine whether the applicant has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with established U.S. Government standards, laws, and regulations. Applicants who do not currently meet all USAID requirements for systems and controls may still be eligible under special award considerations and should not be discouraged from applying. USAID welcomes applications from organizations that have not previously received financial assistance from USAID. The prime applicant is encouraged to promote involvement of “underutilized” partners and local organizations in the implementation of this activity.
