FY 2026 Notice of Funding Opportunity: Infrastructure Investment and Jobs Act (IIJA) Airport Terminal Program (ATP) Grants

The Federal Aviation Administration (FAA), under the U.S. Department of Transportation, has announced its final round of funding through the Airport Terminal Program (ATP) for fiscal year 2026. Established by the Infrastructure Investment and Jobs Act of 2021, this program provides approximately $1 billion annually over five years (FY 2022–2026) for airport terminal and airport-owned Airport Traffic Control Tower (ATCT) development. The 2026 cycle marks the last opportunity for eligible airport sponsors to secure these competitive funds aimed at modernizing terminal infrastructure, improving passenger access, and enhancing the safety and functionality of ATCTs across the United States. The primary purpose of the ATP is to support projects that address aging terminal infrastructure, increase terminal capacity, improve energy efficiency, comply with accessibility standards, and promote economic competition through enhanced airport facilities. Funding may be used for terminal development—including gates, terminal buildings, walkways, and access roads—and on-airport rail access projects, as well as ATCT relocations or upgrades. Projects must be justified based on civil aeronautical demand and be capable of meeting grant award requirements by October 30, 2026. Eligibility is limited to airport sponsors typically eligible for Airport Improvement Program (AIP) grants under 49 U.S.C. § 47115. This includes public agencies, private entities, state agencies, Indian Tribes or Pueblos, certain U.S. territories, and specific island nations such as the Republic of the Marshall Islands, Federated States of Micronesia, and Republic of Palau. Applicants must request at least $25,000 in federal funding and provide a cost share based on airport hub size—20% for large and medium hubs, and 5% for small, non-hub, and non-primary airports. Applications must be submitted using FAA Form 5100-144 as a fillable PDF via email to IIJA.Airports@faa.gov by 5:00 p.m. Eastern Time on January 15, 2026. Applicants should ensure the form is digitally signed and complete; incomplete or late submissions will not be considered. Application components include a project narrative, financial plan, and details on eligibility and funding sources. The FAA may also request supporting technical documentation and will review applications based on factors including project readiness, infrastructure age, compliance with the Americans with Disabilities Act, and benefit to disadvantaged communities. Evaluations will prioritize projects that promote competition, enhance traveler experience—especially for families—and contribute to the National Airspace System. Selected applicants will be notified through a formal process, including email from FAA and subsequent contact from the appropriate Regional or Airports District Office. Once pre-grant conditions are met, a formal grant agreement will be executed. Projects must comply with all federal regulations, including Buy American and Build America provisions, civil rights requirements, and cybersecurity standards. Performance and financial reporting is mandatory post-award. Applicants are encouraged to plan for cost overruns and should be prepared to demonstrate how domestic materials will be used to the maximum extent practicable.
