FY2025 Transitional Living Program

The Family and Youth Services Bureau (FYSB), operating under the Administration for Children and Families (ACF), has released the FY 2025 Transitional Living Program (TLP) funding opportunity, cataloged under opportunity number HHS-2025-ACF-ACYF-CX-0105. This grant aims to support projects that provide comprehensive services, safe housing, and outreach to youth aged 16 to 21 who are experiencing homelessness or are at risk of becoming homeless. The TLP is a crucial component of the broader Runaway and Homeless Youth (RHY) Program and is authorized by 34 U.S.C. 11221. The purpose of this grant is to fund transitional housing programs that offer up to 18 months of residential support—or up to 21 months under exceptional circumstances—for qualifying youth. The overarching goal is to foster the transition of these individuals toward self-sufficiency and stable, independent living. Funded projects must provide not only shelter but also intensive outreach, life skills training, case management, employment support, and aftercare services. Youth served must meet one or more specific conditions, including being forced out of their homes, unable to live safely with a parent or guardian, or having no other safe alternative housing. Applicants may request funding between $100,000 and $350,000 for the first year of a three-year project period. Continuation of funding for the second and third years will depend on satisfactory progress, fund availability, and successful continuation applications. A 10% cost-sharing match is mandatory, and it can be met via cash or in-kind contributions from the applicant or third parties. Funds must not be used for construction, property acquisition, DEI-related costs, or pre-award expenses, and limitations are in place for renovations and subawards. Eligible applicants include public and nonprofit private entities, state and local governments, tribal governments and organizations, housing authorities, school districts, and higher education institutions. For-profit entities, individuals, and foreign entities are ineligible. Applicants must not be part of the juvenile justice system. Faith-based and community organizations meeting eligibility criteria are encouraged to apply. Applications that exceed the award ceiling, are submitted after the deadline, or are submitted in unapproved formats without exemption will be disqualified. Applications must be submitted via Grants.gov by 11:59 PM ET on July 28, 2025. The expected project start date is September 30, 2025. Two files must be submitted through the Grants.gov package: one containing the project narrative and budget, and the second containing all required attachments, including third-party agreements, organizational capacity materials, and legal documentation. Required forms include the SF-424, SF-424A, SF-424B, SF-LLL (if applicable), and project/performance site forms. All submitted content must adhere strictly to formatting, font, spacing, and page limit guidelines outlined in the NOFO. Applications will undergo initial compliance screening followed by a merit review process based on six scoring criteria: need for assistance (5 points), approach (50 points), organizational capacity (15 points), performance evaluation and logic model (10 points), sustainability plan (5 points), and budget and oversight (15 points). Awards will be announced via a Notice of Award (NoA) sent to the authorized official of the selected applicant organization. Ongoing reporting of both performance (semiannual) and financial (semiannual) data is required, along with RHY-HMIS quarterly reporting.
