Grant Description

The Flasher Area Community Foundation (FACF), a component of the North Dakota Community Foundation (NDCF), provides grants aimed at supporting the general needs of southern Morton County, North Dakota. NDCF is a nonprofit, tax-exempt organization under IRS Code 501(c)(3) that has been offering charitable services for over four decades across North Dakota. The FACF was created by local residents who wanted to improve the quality of life in communities like Flasher, St. Anthony, Huff, and Fort Rice. Its mission is supported by the larger infrastructure of NDCF, which offers fiscal services such as accounting, auditing, and donor planning support to empower local volunteer committees to focus on storytelling, granting, and community engagement. FACF grants are designed to fund a broad spectrum of projects that benefit southern Morton County. Grant applications are accepted from IRS-designated 501(c)(3) nonprofit organizations and government agencies. Those lacking nonprofit status are encouraged to obtain a fiscal sponsor, with guidance available through the Foundation. The funding scope emphasizes equitable distribution to applicants with limited access to alternative funding sources. Projects that serve a larger number of county residents are prioritized, and the Advisory Committee has full discretion to approve full or partial funding. Projects serving a community-wide need—such as school technology upgrades, food pantries, emergency services, and public recreation improvements—are examples of desirable initiatives. Grants are awarded in two rounds in 2025: the Spring Round with an application deadline of March 31st and $72,000 in available funding, and the Fall Round with an October 13th deadline and $138,446 available. Applications for the fall round are open from July 1 through October 13, 2025. While the committee may add deadlines or grant extensions, these will be communicated at their discretion. FACF funding is not intended for individuals, multi-year pledges, or politically affiliated organizations. General operating funds, sectarian religious activities, and projects already heavily supported by government resources are also considered low priority or ineligible. FACF has a unique opportunity for sustainable community support through the development of a qualified endowment. This endowment fund would allow for annual grantmaking in perpetuity and could qualify donors for a 40% North Dakota tax credit. Initial funding was made possible by Grid United, an interregional transmission development company, with continued support expected through 2025. Applicants can apply through the Foundation’s online grant portal. They must register by submitting organizational details, including the EIN and executive officer’s information.
