Grant Description

The Santa Barbara County Air Pollution Control District (APCD) administers the 2025 Clean Air Grants Program for Agricultural Stationary Diesel Engine Repower with the goal of reducing air pollution in Santa Barbara County. This initiative is part of a broader effort to improve public health by funding the replacement of older diesel-powered agricultural equipment with cleaner alternatives, primarily electric motors. Funding for this program originates from the California Air Resources Board (CARB) through programs including the Carl Moyer Program, the Community Air Protection Program, the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program, and DMV surcharge revenues. The grant is intended to support the early replacement of high-polluting agricultural stationary diesel engines. Eligible projects must demonstrate surplus emission reductions that go beyond existing regulations. The District will prioritize projects located within designated disadvantaged communities and those using zero-emission technologies. Each funded project must demonstrate cost-effectiveness according to the most recent Carl Moyer Program Guidelines, and grant awards are issued on a reimbursement basis after proof of full payment or financing is submitted. Applicants can receive grant awards ranging between $10,000 and $250,000. The final award amount is determined based on multiple factors, including equipment usage, emission reduction potential, project costs, and available funding. Projects must involve the repowering of a stationary diesel agricultural engine with a new electric motor, although new Tier 4 Final diesel engines may be considered on a case-by-case basis. All equipment must operate exclusively within Santa Barbara County both prior to and following project implementation. Eligibility is limited to public, private, and nonprofit entities, with one application permitted per Company, LLC, or Taxpayer ID. The existing engine must be diesel-fueled with at least 25 horsepower and operational at the time of application, with verification required during a District-led pre-inspection. It must have functioned entirely within Santa Barbara County for the past 24 months and maintained compliance with the District's Agricultural Engine Registration program. The engine must also be destroyed at an approved location prior to the disbursement of funds. Applications are accepted from July 28, 2025, through September 5, 2025, and must be submitted either in person, by mail, or via email to the District. Only complete applications will be reviewed, and applicants must include documentation of engine ownership and operation, compliance certifications, current registration, and itemized quotes for replacement equipment. Projects will be ranked based on location, emissions reduction, equipment technology, and cost-effectiveness.
