Community Health Grant Program 2025

The Whidbey Community Foundation (WCF), a private nonprofit philanthropic organization based in Coupeville, Washington, administers the Community Health Grant Program as part of its mission to improve the quality of life on Whidbey Island. The program supports efforts that address the root causes of community health disparities and promote long-term well-being for all residents. This grant program uses the County Health Rankings model to evaluate health factors such as social determinants, physical environment, and access to care. The Community Health Grant is now in its second year and is aligned with WCF’s broader goals around equity, access, and community resilience. Eligible organizations can request up to $10,000 in funding for projects or general operations that promote health in one of four focus areas: Health Behavior, Clinical Care, Social and Economic Factors, and the Physical Environment. These include, but are not limited to, activities related to substance use prevention, improving housing conditions, enhancing educational and income opportunities, and increasing access to healthcare. WCF anticipates awarding a limited number of grants, most of which will fall within the $5,000 range. General Operating Support (GOS) grants will be capped at 10% of the organization’s total annual budget, while project-specific grants may receive up to 100% of their program budgets, subject to the $10,000 ceiling. All applicants must operate for a charitable purpose or hold charitable status and serve residents of Whidbey Island. Headquarters need not be located on the island, but service delivery there is required. Ineligible uses of funds include endowments, scholarships, political activities, and grants to individuals or for-profit businesses. Organizations must be compliant with all state and federal regulatory reporting and be in good standing with the Washington Secretary of State and Attorney General’s Office. Applications will be evaluated by a volunteer Grants Committee composed of community members and WCF Board representatives. Priority will be given to proposals that demonstrate alignment with health equity goals, use data to identify and address needs, incorporate evidence-based or innovative approaches, and define measurable outcomes. All proposals must adhere to WCF’s nondiscrimination policy. Selected grantees will receive funds for a one-year term beginning November 1, 2025. At the conclusion of the grant period, recipients must submit a brief report detailing fund usage, challenges, successes, and any media that can be used for WCF’s promotional materials. A mid-year check-in and final Zoom debrief session are also required. Applications for the 2025 Community Health Grant opened on July 1 and are due by 11:59 PM PST on August 31. Notifications will be sent by October 19, and grants will commence on November 1. Future rounds of the grant are expected to be available annually, with WCF relying on feedback from grantees and community partners to refine the process over time.
