The Food for Progress Program Notice of Funding Opportunity for Fiscal Year 2025 is administered by the U.S. Department of Agriculture’s Foreign Agricultural Service (USDA/FAS), specifically through its International Food Assistance Division. The program aims to support agricultural development in emerging and developing countries by providing donations of U.S. agricultural commodities, the proceeds of which are used to support local agricultural productivity and trade. USDA/FAS’s goal is to foster market-based economies in these countries by supporting sustainable agricultural practices and trade facilitation. The purpose of this funding opportunity is to increase agricultural productivity and expand trade of agricultural products in target countries. The program has two primary objectives: increasing agricultural productivity and expanding agricultural trade at the domestic, regional, and international levels. Funded projects are expected to contribute to these goals by addressing a range of agricultural sector needs, including infrastructure development, access to finance, use of ICT, technical training, and market access. Priority countries for FY 2025 include Kenya, Colombia, Vietnam, and Ethiopia, although applications for other countries may be considered with strong justification. The total federal funding available is $208 million, with individual awards ranging from $5 million to $35 million and an anticipated 6 to 10 awards. The period of performance for funded projects is expected to be between 36 and 60 months, starting on or around October 1, 2025, and concluding between September 30, 2028, and September 30, 2030. While there is no cost-sharing or matching requirement, applicants may receive bonus points for voluntary cost-sharing proposals. Eligible applicants include governments of emerging agricultural countries, intergovernmental organizations, NGOs, PVOs, nonprofit agricultural organizations or cooperatives, colleges or universities, and other private entities. Applicants must be registered in the U.S. System for Award Management (SAM) and maintain active status throughout the application and award period. Multiple applications are allowed from a single applicant, and successful applications must demonstrate substantial compliance with submission requirements. The application process includes several components, such as a strategic analysis, plan of operation, organizational capacity statement, monitoring and evaluation plan, commodity management strategy, and detailed budget documents. Applications must be submitted via the Food Aid Information System (FAIS) by July 7, 2025, at 11:59 P.M. EDT. Questions must be submitted by June 14, 2025, and awards are anticipated to be selected by August 19, 2025, with official notices sent by September 15, 2025.
