TSET Healthy Incentive Grants
This funding opportunity provides Oklahoma public school districts with financial support to create healthier environments through tobacco-free policies, improved nutrition, physical activity initiatives, and employee wellness programs.
The TSET Healthy Incentive Grant for School Districts, administered by the Oklahoma Tobacco Settlement Endowment Trust (TSET), is a state-funded program focused on improving health outcomes within Oklahoma public schools. This initiative encourages school districts to adopt and implement comprehensive wellness and tobacco-free policies while promoting statewide public health campaigns. It forms part of TSET's broader mission to reduce tobacco use and obesity across Oklahoma through strategic investment in education and policy change. The grant specifically targets Oklahoma’s public school districts and is designed to catalyze district-wide transformation in health and wellness practices. This grant offers up to $80,000 in funding per district, with the exact amount contingent on the district's enrollment size. Districts with 2,000 or fewer students may request up to $50,000, while those with 2,001 or more may apply for up to $80,000. Each application may fund only one project, which must directly benefit Oklahomans and be implemented within the state. Eligible projects include a wide range of health-promoting initiatives such as purchasing physical education equipment, building walking tracks, installing hydration stations, and implementing comprehensive health curricula. All proposed expenditures must be backed by competitive bids or cost estimates obtained within three months prior to application submission. To qualify, school districts must satisfy several rigorous criteria. These include forming a diverse wellness committee, adopting a 24/7 tobacco-free policy, and implementing a wellness policy that scores at least 50% on enhancement metrics. Additionally, applicants must demonstrate active promotion of TSET’s Shape Your Future and Healthy Youth Initiative campaigns, as well as the Oklahoma Tobacco Helpline. Districts must also certify non-acceptance of tobacco funding and maintain public accessibility for the funded project. Past grantees may reapply if they have satisfactorily closed out previous awards, though recipients of FY26 funds will not be eligible again until FY29. The application process for FY26 is divided into two submission periods: from September 2 to September 30, 2025, and from January 9 to February 6, 2026. Applications are reviewed and awarded on a first-come, first-served basis to eligible districts that meet all criteria. Required application components include organizational and contact information, a detailed project plan and timeline, documented policy adoptions, proof of wellness committee activities, a completed budget justification, and supporting cost estimates. All attachments must be submitted via TSET’s Salesforce-based funding portal. Projects must be completed and all funds expended within one year of approval. Awarded districts are required to submit quarterly reports with supporting documentation such as invoices and receipts. TSET reserves the right to approve, deny, or modify project proposals and maintains strict guidelines on unallowable expenditures, including food, stipends, entertainment, and lobbying activities. Although no cost share is required, districts are encouraged to leverage these funds to match other non-TSET funding opportunities. Going forward, the TSET Healthy Incentive Grant will open to individual school sites beginning in FY27, provided their district received an FY26 award. The grant program is expected to continue on a recurring basis, with updates and additional application resources made available via the TSET website. Applicants are encouraged to submit questions through TSET’s public Q&A form to ensure equal access to information and guidance throughout the grant cycle.
