Grant Description

The 2024 Active Allegheny Grant Program (AAGP) aims to support communities in Allegheny County by funding the planning and design of projects that promote active transportation. The program focuses on improving bicycle and pedestrian connections to local destinations and transportation networks, enhancing opportunities for physical activity. Administered by Allegheny County Economic Development (ACED), the grant program aligns with the county's Active Allegheny plan and comprehensive health and transportation goals, such as the Live Well Allegheny initiative and the Plan for a Healthier Allegheny. For 2024, $150,000 is available in total funding, with a maximum grant request of $50,000 per project. Applications exceeding $50,000 may be considered if the project significantly boosts physical activity opportunities, connects to major systems, or involves multiple municipalities. Eligible applicants include municipalities, Councils of Governments (COGs) applying on behalf of their members, and non-profit organizations representing municipalities. Multi-municipal applications are encouraged, but each municipality can only submit one application. The program supports two types of projects: planning efforts, which assess pedestrian and bicycle needs and propose solutions, and engineering and design projects, which prepare active transportation improvements for construction. Projects involving PennDOT or county facilities require prior coordination to ensure compliance with applicable standards. The program excludes projects located within parks or conserved land. Match requirements vary based on the applicant's location, with some municipalities required to provide up to a 20% cash match, while others may have no match requirement depending on socioeconomic factors. The program funds projects on a reimbursement basis, requiring grantees to submit invoices with proper documentation. Match Requirement The minimum required local match ranges from 0% to 20% as shown in Exhibit 1. 1. If a match is required, it must be in cash (no in-kind services) and cannot be from other county funds. 2. Matching funds must be obtained or committed at the time of submittal of the application. 3. Municipalities participating in a multi-municipal project may have different match requirements. Municipalities must decide amongst themselves how to apportion the match, provided the overall amount of the match is provided.
