Grant Description

The U.S. Department of Justice (DOJ), through the Office on Violence Against Women (OVW), is offering the Fiscal Year 2025 Grants to Tribal Domestic Violence and Sexual Assault Coalitions Program. This grant program is designed to support the development and operation of nonprofit, nongovernmental Tribal domestic violence and sexual assault coalitions. The OVW was created in 1995 and provides national leadership on issues related to domestic violence, dating violence, sexual assault, and stalking, with a focus on supporting coordinated community responses that provide services to victims and hold offenders accountable. This funding opportunity is only available to applicants specifically invited by OVW, which means that general public and unlisted organizations are not eligible. The primary goal of this program is to increase awareness, enhance responses, and build technical assistance capacity for addressing domestic violence and sexual assault in Tribal and Native Hawaiian communities. The program focuses on increasing awareness of these issues, improving service access, and supporting the development and promotion of state, local, and Tribal legislation and policies that improve outcomes for victims. There is a special emphasis on addressing crimes such as sex trafficking and stalking, in addition to domestic violence, dating violence, and sexual assault. Funding for FY25 is anticipated to total $7,809,648, with approximately 21 awards of up to $371,888 each. Each recognized coalition will receive a base funding amount, while coalitions that address sexual assault will be eligible for an additional allocation. The program’s spending rules stipulate that awards must be used for purposes such as awareness, technical assistance, support services, and legislative and policy development to benefit Indian or Native Hawaiian women and their dependents. Up to 15 percent of awarded funds may be used for direct services, while no more than one percent may be used for internal assessments, such as needs identification. Funding cannot be used for lobbying, construction, major renovations, research, or certain activities that conflict with federal law or specified program requirements. Eligible applicants are nonprofit, nongovernmental Tribal coalitions that (i) meet the statutory definition of a “Tribal coalition,” (ii) are recognized by OVW, and (iii) provide services to Indian Tribes or Native Hawaiian communities. The coalition must be comprised of board and general members representative of the service area, as defined by 34 U.S.C. § 12291(a)(42). There are 21 OVW-recognized coalitions eligible to apply, as listed in the NOFO, including organizations such as the Yup’ik Women’s Coalition (AK), Hopi-Tewa Women’s Coalition to End Abuse (AZ), and others. Applicants must also be 501(c)(3) nonprofits, and there is no matching or cost-sharing requirement for this program. Applications require submission of multiple components, including the SF-424, Pre-Award Risk Assessment, Summary Data Sheet, Proposal Narrative, Budget and Narrative, proof of nonprofit status, lists of coalition and board members, and several certifications and disclosures. The application process is twofold: first, applicants submit the SF-424 via Grants.gov by September 16, 2025 at 11:59 PM ET, then the full application in JustGrants by September 18, 2025 at 8:59 PM ET. Award notification is anticipated by December 1, 2025. Applicants are encouraged to begin the registration and submission process early and must ensure compliance with all federal registration requirements in SAM.gov, Grants.gov, and JustGrants. Program applications are subject to programmatic review and risk assessment. High-risk applicants may be subject to special conditions, such as increased monitoring. Successful grantees must comply with reporting, training, technical assistance, and evaluation requirements as stipulated by OVW.
