The application must include detailed project narratives, budgets, timelines, evaluation strategies, letters of commitment, and supporting documentation. Applications will be reviewed in multiple phases, including an initial eligibility screen, scoring by a panel, and a negotiation process. Evaluation criteria include demonstrated need, alignment with strategic plans, readiness and feasibility within a two-year performance period, geographic diversity, and project innovation.
