The 2025 Federal Emergency Solutions Grant (ESG), administered by Bucks County and funded by the U.S. Department of Housing and Urban Development (HUD), aims to support Emergency Shelter and Street Outreach initiatives targeting homeless populations. Approximately $100,000 in funding is available for nonprofit organizations that provide essential services to unsheltered individuals, operate shelters, and connect people to housing and critical health services. The program prioritizes projects that can be rapidly implemented and effectively managed by experienced providers.
Eligible applicants must demonstrate mechanisms to meet HUD compliance requirements and ensure participant eligibility and services are documented. The ESG program supports activities such as case management, health services, shelter operations, renovations, and transportation. Projects must align with HUD guidelines outlined in 24 CFR Part 576, including specific provisions for Street Outreach (§576.101) and Emergency Shelter (§576.102).
Applications are due by 4:00 PM on February 5, 2025, and must be submitted via email. The project period is approximately 12–18 months, with monitoring and reporting requirements throughout. ESG funding operates on a dollar-for-dollar matching basis, meaning applicants must secure matching funds, which may include cash or non-cash contributions. Sub-grantees must adhere to all reporting, eligibility, and monitoring processes as outlined by HUD and Bucks County’s Housing and Community Development Department.
