American Spirit Grant Program

The American Spirit Grant Program is administered by the Washington County Tourism Promotion Agency in Pennsylvania. Municipalities within Washington County are eligible to apply for up to $25,000 to support projects that improve or create tourism-related amenities. Examples include restoration or acquisition of historic or cultural exhibits, installation of public art or murals, construction of new public structures commemorating America250, enhancements to parks or community spaces, development of welcome signage, and support for new one-time festivals or events related to the celebration. Ineligible activities include maintenance expenses, operations or equipment costs, parades, fireworks, and event food or alcohol purchases. The program requires a minimum 25 percent match of total project costs, which may include cash or in-kind contributions. Eligible in-kind contributions include volunteer time, donated use of property or equipment, and donated services. Only one project per municipality will be awarded, and applications must include a municipal resolution authorizing the project. Applications will open May 12, 2025, and will be accepted on a rolling basis. While no final deadline is imposed, all projects must be completed by July 4, 2026, and grant closeout reports with expense documentation must be submitted by July 31, 2026. Funding will be provided as reimbursement after expenses are approved. This ensures accountability and alignment with the program’s goals. Applicants are strongly encouraged to consult with the Tourism Promotion Agency before applying to ensure that proposed projects fit the eligibility requirements. The submission process requires applicants to use the online portal and provide supporting materials including a project narrative, outcomes, timeline, detailed budgets, matching fund documentation, proof of ownership or lease for property projects, and a W-9 form. Municipalities must demonstrate that their projects are publicly accessible and support the visitor experience in Washington County.
