Applicants must be alumni of U.S. government-funded exchange programs and must form teams of at least two alumni, one of whom must be a non-U.S. citizen. U.S. citizen alumni are allowed to participate in teams of three or more but cannot serve as team leads. Eligible organizations include nonprofits, NGOs, think tanks, and academic institutions, provided that their proposed projects are designed and implemented by qualifying alumni. The program does not require cost sharing, but applicants are encouraged to demonstrate community support through in-kind contributions such as volunteer time or donated resources. The program supports a wide range of permissible expenses including local transportation, venue rentals, honoraria for trainers and speakers (capped at $250/day), PPE, virtual communication costs, and reasonable project materials. However, several restrictions apply: grant funds cannot be used for salaries, construction, office overhead, activities occurring within the U.S. or its territories, alcohol, travel to or from the U.S., scholarships, political lobbying, or religious activities. All project proposals must be completed within a 12-month period, with anticipated project start dates beginning October 1, 2026. Applications must be submitted by email no later than April 30, 2026, at 23:59 EET. Only proposals submitted using the official AEIF 2026 forms available on the U.S. Embassy Tallinn’s website will be considered. Required components include the AEIF 2026 proposal and budget forms, as well as the appropriate SF-424 series forms. Proposals must be written in English, with budgets presented in U.S. dollars. All submissions must comply with formatting standards such as using 14-point Times New Roman font, single spacing, and proper margin sizes. The review process emphasizes alignment with Freedom250, relevance to U.S. foreign policy, and connection to Embassy Tallinn's priorities. Proposals will be evaluated based on project clarity, potential community impact, alumni involvement, sustainability, and monitoring and evaluation strategies. Preference is given to projects that demonstrate strong local partnerships and community support. Award recipients will be notified by August 22, 2026, and project funds will be disbursed upon approval of the SF-270 form and justification of payment request. Organizations are required to have a Unique Entity Identifier (UEI) and active registration on SAM.gov, although individuals are exempt from this requirement. Final reporting and tracking of grant-related expenditures and results are mandatory. Awardees must also comply with all applicable U.S. federal laws and Department of State administrative policies. In cases where the place of performance is within the U.S., compliance with federal anti-discrimination laws will be a condition of the award.
