The Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) has issued a Notice of Funding Opportunity (NOFO) under Cooperative Agreement Number N62473-25-2-0007, authorized by 16 U.S.C. 670c-1 of the Sikes Act. The primary funding agency is NAVFAC SW in collaboration with the Marine Air Ground Task Force Training Command (MAGTFTC) at the Marine Corps Air Ground Combat Center (MCAGCC), located in Twentynine Palms, California. MCAGCC is the largest combined-arms, live-fire training facility in the Marine Corps and covers over 1,100 square miles of desert terrain. The Environmental Affairs Division’s Conservation Branch at MCAGCC is responsible for managing the installation’s cultural and natural resources in alignment with the Integrated Cultural Resources Management Plan (ICRMP) and Integrated Natural Resources Management Plan (INRMP). The primary purpose of this cooperative agreement is to support MCAGCC in managing its archaeological collections and implementing its Wildlife Rapid-Response Program. These efforts are critical to the installation’s ongoing mission to preserve environmental and cultural integrity while accommodating intensive military training activities. Cultural resource management tasks include curating and updating the archaeological collection, improving data management and storage strategies, maintaining facilities in accordance with 36 CFR 79, and developing interpretive exhibits and outreach materials. The Wildlife Rapid-Response Program aims to address on-base wildlife incidents such as handling injured or dangerous animals, conducting desert tortoise clearance surveys, and managing GIS data for rapid-response actions. The recipient of the award is expected to provide a qualified Principal Investigator/Project Manager with at least five years of experience in genetic analysis and project leadership, along with additional staff including a qualified archaeologist and wildlife biologist. All staff must meet professional standards and be capable of managing compliance-based fieldwork, data processing, and public education components of the program. The archaeologist or museum professional must meet Secretary of the Interior’s Standards and Guidelines, while the wildlife biologist must be eligible to obtain Authorized Biologist status from the US Fish and Wildlife Service. The total anticipated funding for this agreement is $1,346,681.56, distributed across a 12-month base period and four optional 12-month extension years. The base year funding is set at $300,000, with subsequent option years incrementally increasing in funding. Matching funds are not required.
