The Shelter Exit Services (SES) program is administered by the Bureau of Refugee Services (BRS) under the New York State Office of Temporary and Disability Assistance (OTDA). This funding opportunity aims to support ORR-eligible individuals and families currently residing in public shelter systems throughout New York State. The program is made possible through Refugee Support Services (RSS) funding provided by the Office of Refugee Resettlement (ORR), under the federal Immigration and Nationality Act. The overarching goal of the SES program is to promote economic self-sufficiency and permanent housing stability for refugee populations by relocating them from shelters to secure, affordable housing across New York State. This RFP provides up to $10 million in funding for an 18-month contract term, divided between two service regions: New York City (70%) and the Rest of State (30%). Funding is intended for direct rental assistance (up to 12 months), relocation services, case management referrals, and financial supports such as security deposits, broker fees, utilities, and essential furnishings. SES contractors are also expected to provide culturally and linguistically appropriate support and ensure housing meets HUD’s habitability standards. The funding must not be used for construction or renovation, and awardees are expected to achieve measurable outcomes including successful relocation, housing stability, and employment linkages. Eligibility is open to a wide range of entities including nonprofit corporations, faith-based and tribal organizations, local governments, and educational institutions operating within New York State. At least one adult in each household must have an eligible immigration status as defined by the ORR, and participants must reside in a New York public shelter at the time of enrollment. A Family Self-Sufficiency Plan is required for each participant to outline goals in employment, income, education, and housing stability. Rental costs must approximate local Fair Market Rent, and cost-sharing is not required. Applicants must submit complete proposals through the New York Statewide Financial System (SFS). Required attachments include a detailed expenditure-based budget, organizational charts, personnel profiles, letters of support from the local social services district, MWBE forms, and more. A non-fillable PDF response to the program-specific questions must also be uploaded. Award decisions will be based on a competitive scoring process, evaluating need, readiness, service strategy, and geographic distribution. OTDA reserves the right to make proportional or reduced awards and to ensure funding coverage across the state. The deadline for submission is November 18, 2024, by 2:00 PM ET. Questions were due October 17, 2024, with official answers posted by November 4, 2024. Notifications of awards are anticipated by February 14, 2025, and contracts are expected to begin May 1, 2025. Although OTDA does not anticipate continuation funding, successful programs may be able to leverage additional ORR resources in the future. The grant is non-renewable, and contractors must be prepared to complete lease and relocation activities within the 18-month performance period, though a no-cost extension may be granted under certain conditions.
