With up to $1.9 million in funding available, the program aims to bridge the digital equity gap by promoting access to technology and improving digital skills, particularly in economically distressed areas. Eligible applicants include nonprofits, for-profit organizations, municipalities, educational institutions, tribal governments, and other entities with at least one year of experience in digital literacy efforts. The program prioritizes projects that address critical needs, particularly for covered populations like low-income individuals, veterans, seniors, and rural residents.
The application period begins on September 12, 2024, and will remain open for ten weeks, closing on November 18, 2024. Applicants must provide a minimum match of 2% of the total project cost, and an additional 1% must come from co-investments by community stakeholders. The maximum grant award is $250,000, and projects must be completed by July 31, 2026. Funding is primarily intended for costs directly related to digital literacy and skills development, such as curriculum design, equipment for training, personnel, and outreach efforts. However, equipment expenses cannot exceed 30% of the project budget, and operating expenses like utilities are not eligible for funding.
Applications undergo a thorough review process, which includes public comment and applicant response periods, to ensure transparency and community involvement. Proposals should demonstrate how the project addresses a community's digital needs, aligns with digital literacy priorities, and has measurable outcomes. Projects are encouraged to engage local partners and community anchor institutions for broader impact. The Kansas Department of Commerce will make the final funding decisions, with announcements expected by February 28, 2025.
Grantees must comply with reporting requirements, including monthly progress updates and a closeout report within 45 days of project completion. KOBD will also conduct monitoring and may hold back 10% of grant funds until all requirements are met.
