Grant Description

The Office of Population Affairs (OPA), under the U.S. Department of Health and Human Servicesโ€™ Office of the Assistant Secretary for Health (OASH), administers the Title X Family Planning Services Grants. These grants support the delivery of high-quality family planning and related preventive health services to low-income and underserved populations across the United States and its territories. The program is authorized by Title X of the Public Health Service Act, Section 1001 (42 U.S.C. ยง300). The objective of this grant is to fund comprehensive family planning services, particularly for individuals who have experienced systemic health disparities. Services funded under Title X include contraceptive services and supplies, natural family planning methods, infertility services, STD screening and treatment, HIV testing, and other reproductive health services. The grant program prioritizes innovative, evidence-based approaches to sexual and reproductive health while maintaining client confidentiality and informed consent. Applicants must be public or private nonprofit entities physically located in the United States or its recognized territories. Eligible applicants include but are not limited to state, county, city, and tribal governments, public and private institutions of higher education, public housing authorities, and both 501(c)(3) and other nonprofit organizations. Faith-based organizations and Native American or Alaska Native organizations are also eligible. The program expects to award up to 90 grants, with funding levels ranging from $200,000 to $22 million per award depending on the scale of the project. The total estimated funding available under this program is $256 million. While cost-sharing is not required, applicants are encouraged to include non-federal support. The period of performance may span multiple years, and applicants are expected to provide a multi-year work plan. Funding beyond the initial award period is contingent on performance, fund availability, and alignment with federal priorities. Applications must be submitted by January 11, 2022. OPA will evaluate proposals based on organizational capacity, service delivery approach, integration of equity principles, quality assurance systems, and alignment with Title X standards. Applications must include project and budget narratives, supporting documentation, and compliance with federal grant systems including SAM.gov and Grants.gov registration.
