The Proposition 64 Public Health and Safety Grant Program Cohort 4, administered by the California Board of State and Community Corrections (BSCC), provides a total of $125 million in state funds to local jurisdictions addressing the public health and safety impacts of legal cannabis operations under the Control, Regulate and Tax Adult Use of Marijuana Act. This funding opportunity is rooted in the Revenue and Taxation Code (RTC), Section 34019, subd. (f)(3)(C), which authorizes BSCC to allocate funds specifically to support local enforcement, fire protection, and other programming necessary to mitigate public health and safety issues arising from cannabis regulation and sales.
The grant targets local governments that either permit retail cannabis sales in storefronts or, in the case of jurisdictions with populations of 10,000 residents or fewer, allow delivery services that serve both medicinal and adult-use consumers. To qualify, applicants must designate a Lead Public Agency (LPA), which must be a governmental agency with local authority in the city, county, or city and county applying. The LPA is responsible for managing and coordinating all grant activities. The program seeks to support projects that fall under four defined Project Purpose Areas (PPAs): Public Safety/Enforcement, Public Health, Youth Development and Prevention/Intervention, and Environmental Impacts.
The application period closes on March 30, 2026, at 3:00 p.m. PST, and applications must be submitted exclusively through the Submittable online platform. While not mandatory, applicants are encouraged to submit a letter of intent to apply. Projects selected for funding will operate over a five-year period from July 1, 2026, through June 30, 2031. An additional six-month administrative window, through December 31, 2031, is included for grantees to finalize and submit a required Local Evaluation Report (LER) and compliance audit.
Throughout the performance period, grantees must submit Quarterly Progress Reports to the BSCC and are required to evaluate their own projects based on predefined goals and objectives. Evaluation documentation includes a Local Evaluation Plan (LEP) at the outset and a Local Evaluation Report at the conclusion. A program-specific compliance audit must be completed and submitted by December 31, 2031, to confirm compliance with all grant terms during the five-year service delivery window.
This grant does not require cost-sharing or matching funds, and awards will be distributed via reimbursement. Proposals will be evaluated based on their alignment with program goals, clarity of project purpose, feasibility, and demonstrated need in eligible communities.
