The Creative Innovation and Impact Grant Program, administered by Pennsylvania Creative Industries—a flagship initiative of the Pennsylvania Council on the Arts—supports strategic, multi-year projects that elevate the role and visibility of creative professionals and industries across the state. Pennsylvania Creative Industries was established as part of a broader effort to position the state as a national leader in creative talent, innovation, and sector visibility. With a mission to empower, connect, and amplify Pennsylvania’s creative sector, this state-run entity aligns its investments with the Commonwealth’s economic and community development goals. This grant program specifically funds innovative initiatives that fall outside of an organization’s standard services or programming. It aims to foster new ideas, models, and partnerships that can expand the role of creativity within communities, support economic growth, and enhance the state’s workforce. Projects submitted for consideration must emphasize at least one of two thematic priorities: visibility—through strategic marketing and outreach efforts that raise awareness of creative contributions—and innovation—through initiatives that introduce new methods, partnerships, or models for applying creativity in economic and social contexts. Eligibility for the grant is limited to non-profit, tax-exempt organizations, units of government, colleges, universities, and school districts based in Pennsylvania. Applicants must actively provide creative sector programming and be able to demonstrate incorporation and operational presence in the state. Fiscal sponsors and agents are explicitly prohibited from applying. Grants typically range from $100,000 to $150,000, and a 1:1 cash match is required. Administrative costs are capped at 20% of the total grant award. An organization may only receive this grant once every five years, further underscoring the program’s intent to stimulate fresh, high-impact ideas rather than support ongoing activities. The application process involves a detailed narrative of up to three pages, outlining the proposed project’s scope, timeline, collaborators, intended outcomes, evaluation metrics, and the applicant’s capacity to deliver. Required attachments include a project budget (noting the match), letters of support, and examples of similar completed work. Applications must be submitted via the Pennsylvania Department of Community and Economic Development’s (DCED) online grants portal, with prior registration through Keystone Login. Before submission, applicants are required to consult with the program’s contact, Jamie Dunlap. Applications are accepted on a rolling basis until funds are exhausted, with no fixed deadline. The performance period for awarded projects runs from September 1, 2026, through August 31, 2029. Proposals are reviewed based on alignment with Pennsylvania Creative Industries’ five strategic pillars, the degree of innovation and impact, the applicant’s track record, and operational capacity. Awards are ultimately approved by the Council, and applicants will be notified via email. Appeals are permitted in the event of administrative error but not based on evaluation criteria disagreement or incomplete submissions.
