The Domestic Violence High Risk Teams Grant Program is administered by the Office of the Attorney General (OAG) of Texas and aims to support initiatives that reduce or prevent domestic violence and provide services to victims through the establishment and expansion of Domestic Violence High Risk Teams. These multidisciplinary teams enhance the safety of victims by monitoring and containing perpetrators while coordinating with various stakeholders such as law enforcement, prosecutors, victim advocates, and medical personnel.
The programβs objectives include identifying and partnering with community sites capable of implementing or expanding evidence-based high risk team models, evaluating the effectiveness of funded sites, disseminating best practices, providing technical assistance, and making statewide recommendations to improve or expand team operations. State Domestic Violence Coalitions are expected to award subgrants to high-risk communities and manage program implementation, fiscal responsibilities, compliance, and performance tracking.
Only State Domestic Violence Coalitions are eligible to apply. These must be statewide nonprofit organizations recognized by a state or federal agency as domestic violence coalitions and be in good standing with the Texas Comptroller and Secretary of State. Applications must be submitted through the Grant Offering and Application Lifecycle System (GOALS). Key documents include job descriptions for all budgeted positions, a completed Excel budget, a signed resolution from the governing body, and statements supporting the submission.
Each grantee is eligible to receive up to $300,000 per fiscal year for a two-year term beginning September 1, 2025, and ending August 31, 2027. Of this amount, $30,000 annually can be used for programmatic costs by the coalition itself, while $270,000 must be allocated as subgrants to local high risk teams. Grants are reimbursed for eligible expenses only, and no matching funds are required.
The application period closes on May 23, 2025, at 5:00 p.m. CDT, and applicants are encouraged to register in GOALS by May 9, 2025, to allow sufficient time for submission. The application includes eligibility screening, narrative responses, and budget justifications. Required training, particularly in cybersecurity, must be completed by grantees and subgrantees. All activities must comply with federal and state guidelines and laws, including the Texas Grant Management Standards and relevant sections of the Code of Federal Regulations.
Applications will be evaluated on the basis of organizational capacity, proposed activities, experience in victim services, and financial and programmatic track record. The OAG retains full discretion over funding decisions and may impose special conditions or require additional documentation. Successful applicants will be notified in writing and must confirm acceptance via DocuSign.
