Grant Description

The Kansas Local Bridge Improvement Program (KLBIP), administered by the Kansas Department of Transportation (KDOT), is a state-funded initiative supporting local public authorities (LPAs) in replacing or rehabilitating locally-owned bridges classified as “poor.” This program, particularly active during the Bipartisan Infrastructure Law (BIL) period from FFY 2022–2026, targets bridges that are ineligible for the Off-System Bridge Program or are too expensive to be covered by that program. With a strong focus on improving infrastructure statewide, KLBIP seeks to cost-effectively reduce the number of poor and load-posted bridges across Kansas. Each year, KDOT announces available funding through a Call for Projects, requesting applications from LPAs. Eligible bridges must meet specific criteria: they must be rated “poor” under the National Bridge Inspection (NBI) program, possess an NBI appraisal rating of 3 or less in critical categories such as structural condition or deck geometry, require load posting below legal limits, be in immediate need of rehabilitation to remain open, or be closed due to structural deficiencies. Bridges selected under this program may be replaced by new bridges, low-water crossings, or non-bridge structures, provided they meet AASHTO design standards and are signed by a Kansas-licensed professional engineer. The program provides between 75% and 100% of project costs for construction and construction engineering, with local match requirements based on county population density, ranging from 0% to 25%. An incentive allows for reduced match requirements if an LPA permanently closes another poor bridge, offering $1,000 per linear foot of bridge removed, with a minimum reduction of $50,000. However, LPAs are responsible for all preliminary engineering, right-of-way acquisition, and utility relocation costs. Construction contracts must be executed within 24 months of award, or the funds may be revoked. Once a project is selected, KDOT and the LPA will enter into a formal agreement, and the project will be administered by the local agency, following its procedures. Reimbursement of state funds is provided up to the agreed maximum, either upon project completion or as progress payments after letting. For additional funding due to bridge closures, proof of permanent removal and a let replacement project must be provided. Upon project completion, LPAs must submit total cost summaries, including all design and utility expenses, to KDOT. A final review may be conducted by KDOT to ensure all agreement terms have been met. All designs must conform to Kansas statutes, regulations, and professional engineering practices, including requirements for scour evaluation, LRFR ratings, and minimum design standards.
