Project applications are solicited through an official Call for Projects issued by KDOT. Local Public Authorities (LPAs) must complete standardized forms provided by KDOT to apply. If demand exceeds available funding, a merit-based selection process is used. Factors in the evaluation include bridge condition, average daily traffic, alternative route lengths, geographic distribution, presence of non-redundant steel tension members, and whether the project includes closure of another deficient bridge. KDOT evaluates proposals on technical merits and project feasibility before awarding funds. All approved projects must be under contract for construction within 24 months of award, or the funds may be rescinded. While KDOT does not manage day-to-day project development, it retains the right to review final designs and approve construction under a force account process if requested. Payment is issued on a reimbursement basis and requires either completion of construction or documented progress milestones.
