Grant Description

The Texans Feeding Texans: Home-Delivered Meal Grant Program is administered by the Texas Department of Agriculture to support local efforts that provide meals to homebound elderly individuals aged 60 and older and disabled Texans. This initiative is designed to supplement existing home-delivered meal services across the state, particularly benefiting seniors and individuals with disabilities who may not have access to consistent nutrition due to mobility or other limitations. To qualify for funding, applicants must be either nonprofit organizations or governmental entities that delivered meals to eligible individuals during the previous state fiscal year. A central requirement for funding eligibility is a county-level grant to the provider organization, which serves as a form of match. This county grant must equal at least $0.25 per senior resident as determined by the most recent U.S. Census data. This amount ensures the provider qualifies for the full Texas Department of Agriculture grant; however, a lower county contribution does not render an applicant ineligible—it simply results in a proportionally reduced state award. Each county may support more than one provider, but each entity must individually meet the $0.25 per-senior requirement to avoid reduced funding. Counties are encouraged to provide more than the minimum match, but exceeding this amount does not result in additional state funds. The state has also provided a downloadable spreadsheet outlining the minimum county grant thresholds required by population. These local investments bring additional state dollars into communities, increasing the capacity to deliver meals to vulnerable populations. Funds from the grant can be used for a variety of allowable costs as long as they are necessary and reasonable to the program's operation. These include but are not limited to personnel expenses, food purchases, meal packaging supplies, transportation, and small equipment under $5,000. All expenditures must be directly related to the delivery and administration of home-delivered meals. The application window opens on September 1, 2025, and all submissions must be received by 11:59 PM Central Time on Monday, November 3, 2025. Applications are submitted through the TDA-GO grants management system. Late submissions will not be considered, and registration in the system must be completed in advance.
