ROSES 2025: Research Opportunities in Space and Earth Science
This funding opportunity supports a wide range of innovative research projects in Earth and space sciences, inviting proposals from diverse organizations, including universities, nonprofits, and private companies, both domestic and international.
The National Aeronautics and Space Administration (NASA), through its Science Mission Directorate (SMD), has released the annual Research Opportunities in Space and Earth Sciences (ROSES) – 2025 NASA Research Announcement (NRA), identified by funding opportunity number NNH25ZDA001N. The ROSES omnibus solicitation encompasses a broad range of basic and applied research areas in Earth and space sciences. It was officially posted on July 11, 2025, and includes many individual program elements, each having its own specific deadlines and subject matter focus. This annual funding mechanism serves to support NASA’s mission through innovative scientific research, encouraging both basic and applied investigations aligned with NASA's strategic goals. NASA SMD uses ROSES to fund scientific research across a spectrum of disciplines related to space and Earth sciences. The funding instruments available under this opportunity include grants, cooperative agreements, and contracts. However, the majority of extramural research funded through ROSES will be supported via grants, as many elements explicitly exclude contracts given the nature of the work. The solicitation provides flexibility in award durations, typically supporting projects for three years, although some elements may extend to five years or as little as one year. Researchers at government labs may receive inter- or intra-agency fund transfers if awarded. The solicitation is available online, with detailed due dates and links to individual program elements published in Tables 2 and 3 of the NRA. Proposals must generally be submitted via NASA’s NSPIRES portal, and submission through Grants.gov is only available upon request at least 30 days prior to a due date. Interested applicants are encouraged to subscribe to several channels for updates and amendments, including the SMD mailing lists, the ROSES-2025 blog feed, and Google calendars tied to NASA science divisions. FAQs and other relevant updates are also made available on NASA’s Science Mission Directorate website. Eligibility for ROSES 2025 is broad. NASA allows organizations of all types—domestic and foreign, government and private, for-profit and nonprofit—to submit proposals without restrictions on teaming arrangements. However, funding for non-U.S. institutions is governed by a no-exchange-of-funds policy unless otherwise specified. Non-U.S. organizations that include U.S. collaborators requesting NASA support must follow detailed guidelines found in the NASA Grant and Cooperative Agreement Manual (GCAM). Some program elements may be co-issued with foreign organizations and will include special eligibility instructions where applicable. The official closing date for ROSES 2025 applications is May 31, 2026. The NRA was first made available to the public on July 10, 2025. While this opportunity does not operate on a rolling basis, it is part of an annual funding cycle and is therefore considered recurring. Applicants can expect a subsequent cycle in July 2026. This allows ample time for research teams to prepare proposals, coordinate with collaborators, and address specific program requirements. All questions about ROSES 2025 should be directed to the SMD Deputy Associate Administrator for Research via email at sara@nasa.gov. The designated lead for research is Dr. Max Bernstein, affiliated with NASA’s Science Mission Directorate. This grant opportunity emphasizes the advancement of science and technology through a diversity of research topics spanning NASA’s Earth and space missions. Researchers are advised to thoroughly review the appendices corresponding to their program of interest and to adhere strictly to all submission protocols. The NRA and all its components can be accessed through the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES).
