The Ben Franklin Technology Development Authority (BFTDA) Technology Development Grant is administered by the Pennsylvania Department of Community and Economic Development (DCED) through its Technology Investment Office (TIO). This program is among the largest of its kind in the United States and plays a critical role in the Commonwealth’s strategy to enhance statewide technological and economic competitiveness. Established under the Ben Franklin Technology Development Authority Act of June 22, 2001, BFTDA’s primary objective is to support initiatives that foster innovation, business development, and workforce growth through the strategic deployment of financial incentives, including grants. The Technology Development Grant, a core component of the BFTDA’s offerings, supports regional and statewide efforts to advance technology adoption, encourage entrepreneurship, and generate high-skill, high-wage employment opportunities. The Tech Development Grant program targets not-for-profit organizations and educational institutions located within Pennsylvania. Its mission is to catalyze innovation and growth in key technology sectors such as information technology, life sciences, advanced manufacturing, materials, and environmental technologies. The grant seeks to accelerate technology use by Pennsylvania businesses, increase the visibility of state-based technology companies, support commercialization of new products, and bridge technological gaps through collaboration among academia, industry, and government. To apply, organizations must complete and submit the Single Application for Assistance online via DCED’s portal. Required components of the application include the applicant’s organizational background, a statement of need, project mission, detailed work plan, stakeholder engagement strategy, budget, sustainability plan, and letters of support. Quantifiable performance metrics are essential and returning applicants must report on outcomes from previous funding cycles. Applications are reviewed by TIO staff, and strong proposals are advanced to the BFTDA Board for consideration. Preference is given to projects with high economic impact, leveraged external funds, strong partnerships, replicability, and wide geographic relevance. Upon Board approval, a commitment letter and grant agreement outlining project scope, budget, and match requirements are executed. Grant recipients are required to submit annual progress reports by July 15, covering impact metrics such as jobs created, companies assisted, funds leveraged, and new products developed. Financial closeout documentation is also mandatory: grants of $100,000 or more require an independent audit within 120 days of project end, while smaller awards require a closeout report within 30 days. Noncompliance can result in ineligibility for future DCED funding and possible legal action in cases of misuse or misrepresentation.
