The Virginia Commission for the Arts (VCA), a state agency dedicated to supporting and expanding the presence of the arts throughout the Commonwealth, administers the General Operating Support (GOS) program to reinforce medium and large arts organizations across Virginia. This grant aims to invest in organizations to enhance artistic excellence, strengthen operational systems, and deepen community engagement and accessibility. As the Commission’s most extensive funding program, GOS reflects a commitment to long-term partnerships with Virginia-based arts institutions, providing crucial support for their annual operations. GOS is designed for established nonprofit arts organizations whose primary mission centers on the arts. Eligible applicants must be based and incorporated in Virginia, operate from ADA-compliant venues, and demonstrate a history of programming, including at least three public offerings annually over the past three years. A critical financial threshold applies: organizations must have reported a minimum of $150,000 in unrestricted operating income in the prior fiscal year. Applicants must also be federally tax-exempt under section 501(c)(3) and maintain regular board governance. Educational institutions, units of government, and organizations using fiscal agents are ineligible for GOS. Eligible uses of funding include a wide range of operational expenses that support the organization’s mission. These include artist fees, administrative costs, marketing, staff salaries, professional development, supplies, domestic travel, and venue-related operations. However, capital expenditures and subgrants are not permitted. Notably, avocational organizations may qualify if they fulfill a unique cultural role in their geographic area. Similarly, festivals and educational organizations must meet specific conditions, such as hiring professional artists or providing rigorous skill-based instruction and scholarships. The application process is annual and structured in two tiers: short form applications are due by February 1, 2026, while long form applications are due by March 1, 2026, both by 5:00 p.m. EST. All applicants must use the Commission’s online portal to submit their materials. Required attachments include the Eligible Income Worksheet, Virginia W-9 Form, Certification of Assurances, and multiple support documents, such as artistic samples, board lists, and financial statements. First-time applicants are required to contact the Commission to confirm eligibility before submission. Applications are reviewed by an Advisory Panel composed of experts and supported by VCA staff. Evaluation criteria are weighted as follows: Artistic Excellence (30 points), Operational Excellence (30 points), and Community Engagement and Access (40 points). Successful applicants may receive a grant of up to 10% of their prior year’s eligible income, with a minimum award of $5,000. The Commission does not guarantee full funding, and awards are contingent upon the enactment of the state’s budget and federal partnership agreements. Funded organizations are expected to submit a two-part final report, with the narrative due by June 1, 2027, and financial documentation due by October 1, 2027. The Commission requires prompt notification of significant organizational changes during the grant period. GOS is a recurring, annual funding opportunity designed to sustain and enhance the contributions of arts organizations that serve diverse audiences throughout Virginia.
