The Washington State Department of Transportation (WSDOT) is overseeing the Federal Local Bridge Program (FLBP), a funding initiative designed to improve the condition of local agency-owned bridges. This effort aims to enhance structural integrity and resilience through replacement, rehabilitation, and preventative maintenance projects. Approximately $100 million is anticipated to be available under this cycle, and the program encourages applicants to incorporate asset management strategies that maximize structural longevity and cost-effectiveness. Eligibility for the program is limited to local agency bridge owners with structures reported to the National Bridge Inventory (NBI) and subject to National Bridge Inspection Standards (NBIS). These are typically structures longer than 20 feet that carry public vehicular traffic. Closed bridges may qualify if they have been out of service for fewer than five years and meet all other NBI criteria. There are three project categories: replacement and rehabilitation, preventative maintenance, and bundled projects. Each has specific eligibility thresholds based on structure condition ratings, inventory factors, and hazard mitigation needs. Replacement and rehabilitation projects can receive up to $25 million per structure and are prioritized if the bridges are in poor condition or demonstrate improved climate resiliency. Preventative maintenance proposals will be evaluated on a case-by-case basis and may include activities such as seismic retrofits, steel bridge painting, scour mitigation, and deck resurfacing. Bundled projects allow agencies to consolidate maintenance activities across multiple structures and are also assessed individually for funding. There is no local match requirement for federally eligible expenses. Each structure must be submitted through its own application, although bundled projects can be identified in a collective email. Submissions must be made electronically by the deadline. Early submissions are encouraged, as early awards may be granted based on project readiness. Applications will undergo a multi-layered review process that includes field assessments and an evaluation of compliance with federal bridge inspection and reporting requirements. These assessments focus on route importance, historical maintenance records, and structural data. A prioritized list of recommended projects will be presented to the WSDOT Local Programs Director by September 30, 2025, for review by the Bridge Advisory Committee. Applicants must provide at least semi-annual progress reports detailing the status and expenditure plans for each funded project. All submissions must be received via email by midnight on April 25, 2025. Paper or CD submissions will not be accepted. This program does not indicate whether it will recur annually, and no future cycle has been confirmed.
