2024-2025 Tire-Derived Aggregate Grant Program

Grant Description

The Tire-Derived Aggregate (TDA) Grant Program for FY 2024-25, administered by CalRecycle, supports projects that divert waste tires from landfills and promote recycled tire products. The program funds engineering projects using Tire-Derived Aggregate (TDA), a lightweight and cost-effective alternative to traditional aggregates. The TDA is used in various infrastructure projects such as slope stabilization, stormwater mitigation, and landfill applications. Eligibility Eligible applicants include: California local governments (cities, counties, special districts, JPAs) Public school districts and state agencies Universities (UC, CSU, Community Colleges) Private, for-profit entities based in California or with a presence in the state Non-profit organizations (501(c)(3), (c)(4), (c)(6), (c)(10)) Qualifying Tribal Entities Projects must use California-generated, processed waste tires and be located in California. Projects Eligible projects include: Mechanically Stabilized TDA (retaining walls) Low Impact Development (stormwater infiltration galleries) Lightweight fill (slope stabilization, landslide repair) Vibration mitigation (rail line support) Landfill applications (gas collection systems, drainage layers) Each project must use a minimum of 500 tons of TDA, except for Low Impact Development projects, which must use at least 200 tons. Funding A total of $750,000 is available for FY 2024-25. Each grant may award up to $375,000. Timeline and Cycle Details Application Due Dates: August 15, 2024 (Cycle 23), December 5, 2024 (Cycle 24) Secondary Due Dates (Authorization Documents and EPPP Policy): September 12, 2024 (Cycle 23), January 7, 2025 (Cycle 24) Grant Awards: October 2024 (Cycle 23), February 2025 (Cycle 24) Grant Performance Period Ends: April 1, 2027 Final Report Deadline: April 1, 2027 Application and Grant Administration Applications must be submitted via the Grants Management System (GMS). Applicants must ensure they have an approved Resolution or Letter of Commitment and adopt an Environmentally Preferable Purchasing and Practices (EPPP) Policy by the secondary due date. Once awarded, grantees must comply with CalRecycle's Terms and Conditions and Procedures and Requirements, which will govern the administration of the grant. Eligibility Applicants All California local government entities (including cities, counties, and cities and counties). Special districts (including transportation districts). Joint Powers Authorities (JPA) (where all JPA members are also otherwise eligible applicants). Public school districts. All California State agencies (including offices, departments, bureaus, and boards). University of California campuses, the California State University campuses, and California Community Colleges. Private, for-profit entities. For purposes of this Program, a “private, for-profit entity” (PFP) is defined as a business intended to operate at a profit and return a profit to its owner(s). The business must be California-based or domiciled in another state with an existing operational presence in California (certain limitations apply; please see Application Guidelines and Instructions for complete details). Non-profit organizations (except private elementary or secondary schools) registered with the federal government under section 501(c)(3), (c)(4), (c)(6), or (c)(10) of the Internal Revenue Code. Qualifying Tribal Entities. A Qualifying Tribal Entity is defined as a tribe, band, nation or other organized group or community, residing within the borders of California, which: is recognized for special programs and services provided by the United States because of the status of its members as Native Americans; or can establish that it is a government entity and which meets the criteria of the grant program.
