The Office of Insular Affairs (OIA) within the U.S. Department of the Interior has released the FY 2025 Notice of Funding Opportunity for the Maintenance Assistance Program (MAP) under the funding opportunity number OIA-MAP-2025-V2. This program supports infrastructure maintenance in the seven U.S.-affiliated insular areas. These include the territories of American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands, along with the Freely Associated States of the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. The MAP initiative aims to build capacity in these regions through support for critical infrastructure repairs, maintenance training, and enhanced resilience against extreme weather and natural events. The overarching goal of the MAP grant is to support, develop, and institutionalize infrastructure maintenance practices that strengthen the longevity and resilience of physical assets while contributing to local economic development. Eligible uses of funding include procurement of tools, equipment, and specialized vehicles; training and certification programs for maintenance personnel; system development for infrastructure management; studies or analysis related to infrastructure maintenance; and minor renovations or urgent repairs. Activities that directly promote disaster preparedness, energy production, economic development, and public safety are encouraged. However, the program explicitly excludes funding for new construction, salaries of existing employees, food, general operating expenses, and personnel transport vehicles. Eligibility is restricted to non-federal entities. These include local government agencies, utilities, hospitals and health centers, higher education institutions, and nonprofits whose activities benefit the seven listed insular areas. Judicial and legislative branches of local governments are not eligible per 2 CFR 200.444. For projects exceeding $500,000, applicants must comply with 2 CFR 175.105(b), and infrastructure projects are subject to Build America, Buy America (BABA) provisions per 2 CFR Part 184. The application must be submitted through Grants.gov by August 15, 2025, no later than 11:59 PM ET. The anticipated project start date is October 1, 2025, and the end date is projected for September 30, 2029. Applicants must register in SAM.gov and obtain a Unique Entity Identifier (UEI). A complete submission includes various standard forms (SF-424, SF-424A/C, SF-LLL), a signed cover letter, project abstract, full narrative with goals, timeline, need statement, budget narrative, indirect cost documentation, conflict of interest disclosures, and performance measures. Letters of support are optional but beneficial. Applications from contractors or third-party preparers are not allowed. Evaluation of proposals will be based on narrative clarity, alignment with program priorities, sound budgeting, feasibility of the timeline, applicantโ€™s past performance, reporting compliance, and level of stakeholder support. Each category carries a defined point value, and stronger support from local leadership or alignment with federal priorities will enhance scores. OIA may request further information before issuing final awards and reserves the right to fund only portions of proposals if needed. Notices of award will be sent via GrantSolutions or email. All funded entities must comply with federal audit and reporting requirements, including biannual narrative and financial reports.
