Grant Description

The Bureau of Land Management (BLM), a federal agency under the U.S. Department of the Interior, is offering funding through its FY25 Rangeland Resource Management program under the opportunity number L25AS00304. This program supports national-scale initiatives across multiple states that aim to enhance the health and sustainability of public rangelands. The BLM manages over 155 million acres of public lands and implements programs that involve grazing administration, vegetation and soil resource restoration, and invasive species management. Through this funding opportunity, the agency seeks to support high-priority projects that address national effects across bureau boundaries, with an emphasis on ecological resilience and soil carbon sequestration. The primary objectives of the program include promoting resilient landscapes, improving land health through science-based adaptive management, and supporting restoration efforts that enhance soil and vegetation stability. Priority activities eligible for funding encompass grazing infrastructure projects, ecological site documentation, post-wildfire restoration, virtual fencing, AIM (Assessment, Inventory, and Monitoring) methods, and community-based training and education. State-specific priorities are identified for Arizona, Montana/Dakotas, Nevada, New Mexico, and Oregon/Washington, though projects must have national relevance and cross state lines. This funding opportunity is made available through cooperative agreements, and recipients should expect significant involvement from the BLM, including oversight on staffing decisions, workplan modifications, and milestone approvals. The estimated total program funding is $5,415,000, with approximately 19 awards expected. Individual awards range between $50,000 and $1,000,000. There is no cost-sharing or matching requirement. Funding is subject to the Buy America Act and preferences under the Bipartisan Infrastructure Law. Indirect costs are capped at 17.5% for partners in Cooperative Ecosystem Studies Units (CESUs), consistent with negotiated rate agreements. Eligible applicants include state and local governments, Native American tribal entities (both federally recognized and other tribal organizations), public and private institutions of higher education, and nonprofit organizations, regardless of IRS 501(c)(3) status. Individuals and for-profit organizations are not eligible. Projects developed under the Public Lands Corps Act are also ineligible. CESU partners must identify the relevant CESU network in their application if applicable. The funding opportunity is open from June 23, 2025, through July 23, 2025, with a projected project start date of September 1, 2025, and an end date of August 30, 2030. Applications must be submitted via Grants.gov no later than 5:00 p.m. ET on the closing date. Required application documents include SF-424 forms, a project narrative, budget details, and various certifications. Research projects require biographical sketches and current and pending support forms. Applicants must also disclose potential conflicts of interest and overlap with other federal submissions. Applications are subject to merit, eligibility, and risk reviews. Evaluation criteria include alignment with DOI and BLM priorities, technical approach, public benefit, organizational qualifications, and resource leveraging. Proposals are scored as "Exceeds", "Meets", or "Does Not Meet" expectations. All questions should be directed to Kimberly Hackett (khackett@blm.gov) or Yesenia Diaz (ydiaz@blm.gov, 303-236-1449). Applicants should begin registrations with SAM.gov and Grants.gov as early as possible due to potentially lengthy processing times. Awards will be administered under DOI and BLM standard terms, including geospatial data reporting requirements under the Geospatial Data Act of 2018.
