SA26 Sexual Assault Services Program Solicitation
This funding opportunity provides financial support to nonprofit organizations and local government agencies in Ohio to enhance and sustain sexual assault services for survivors.
The Ohio Department of Health (ODH), through its Bureau of Health Improvement and Wellness, has announced the availability of continuation funding for the Sexual Assault Services Program (SASP) for Fiscal Year 2026, covering the grant period from January 1, 2026, through December 31, 2026. This program is supported by funding from the U.S. Department of Justice and is administered in accordance with ODH’s Grants Administrative Policies and Procedures (OGAPP), along with applicable federal, state, and local laws and program-specific requirements. Funding is contingent upon availability, and subrecipients must be capable of maintaining program operations until reimbursement is received. The Sexual Assault Services Program provides up to $1,082,778 in total funding, to be distributed among nine awardees. Each applicant may request a minimum of $30,000 and a maximum of $150,000 in ODH funds, excluding any potential matching funds. Applications requesting less than the minimum amount will be deemed ineligible. Matching funds are not required for this funding opportunity. All applications and supporting documents must be submitted electronically via the Grants Management Information System Portal (GMISP) by 4:00 p.m. on September 2, 2025. Faxed, mailed, or hand-delivered submissions will not be accepted. Eligible applicants include nonprofit organizations, county agencies, and city agencies located in Ohio. Applicants must be in good financial standing with the state, must not owe funds to ODH, and must not be certified to the Attorney General’s office. Applications must include required components such as a narrative of program updates, changes in SMART objectives, a revised work plan, and a detailed program budget. Required forms must follow formatting instructions, including 12-point Calibri font, 1.5-line spacing, and appropriate labeling. Fund usage is limited to direct costs associated with personnel, training, travel, supplies, and approved equipment (minimum unit cost $1,000). Certain costs are expressly prohibited, including political or religious activities, fundraising, entertainment, rent of owned space, inpatient services, out-of-state travel (unless pre-approved), training over one week, and promotional items. ODH retains the authority to recover disallowed funds and requires compliance with all relevant federal cost principles and DOJ award conditions. Additional application requirements include submission of a project narrative addressing any changes to program activities, confirmation of community feedback, and updates related to training, community engagement, and direct services. Subrecipients must also document their progress on health equity goals using the Evidence of Health Disparity Strategies Checklist. All applicants must maintain current supplier information in the State of Ohio Supplier Portal and ensure proper audit submission to ODH. Several compliance documents, including the FFATA form, assurances certification, civil rights review questionnaire, and nonprofit documentation (if applicable), must also be completed and uploaded in GMISP. The grant includes mandatory monthly program and expenditure reporting from February 10, 2026, through January 10, 2027. Final expenditure reports are due by February 5, 2027. These reports must be submitted via GMISP and accurately reflect program expenditures supported by documentation. Questions about the grant should be directed to Corina Klies, Public Health Consultant, via email at corina.klies@odh.ohio.gov.
