Grant Description

The U.S. Department of State’s Bureau of Global Health Security and Diplomacy (GHSD) has announced the Advancing Global Health Annual Program Statement (APS) under funding opportunity number DFOP0017890. This initiative is designed to operationalize the America First Global Health Strategy by enabling eligible organizations to implement targeted health projects that advance U.S. global health priorities. Through this APS, GHSD intends to identify and support projects that complement, extend, or address implementation gaps associated with bilateral Memoranda of Understanding (MOUs) established between the U.S. and partner governments. These MOUs lay out shared goals, mutual commitments, and mechanisms for achieving measurable health outcomes while promoting country self-reliance. The APS is not a standalone funding opportunity but rather a framework through which the Department of State issues specific Addenda throughout the year. These Addenda highlight country-specific or thematic priorities and guide the submission of Statements of Interest (SOIs). Only SOIs that respond to a current Addendum will be considered. The SOI phase is a preliminary concept submission that outlines the project’s focus, approach, expected outcomes, partner roles, and any proposed cost share. Projects recommended through the SOI review may be invited to proceed to a full application phase, with opportunities for consultative program design alongside the Department of State. Eligible applicants include a wide range of entities: U.S. and foreign for-profit organizations, academic institutions, nonprofits, governmental institutions, and Public International Organizations. Applicants are not required to have a Unique Entity Identifier (UEI) or be registered in SAM.gov to submit an SOI, but both are mandatory prior to submitting a full application. Cost sharing is not required and will not be evaluated during merit review, although it may be negotiated later. Awards may be issued as grants or cooperative agreements, with cooperative agreements involving substantial engagement from the Department during implementation. The APS supports awards ranging from $500,000 to $250 million, with a total estimated program funding of up to $4.5 billion, contingent upon availability of funds. The maximum performance period for projects is five years. Multiple awards (up to 100) may be made under this APS, subject to Addendum-specific funding availability and the merit of submitted proposals. Applications are accepted on a rolling basis but must align with one of the four annual Addenda windows: March–May, June–August, August–November, and November–February. Each window has a corresponding deadline and expected response timeline. The evaluation of SOIs will be conducted by a Merit Review Panel, which assesses submissions based on alignment with APS/Addendum priorities, program idea quality, organizational capacity, and feasibility of achieving proposed outcomes. The panel may recommend further development through consultative design or invite submission of a full proposal directly. Final funding decisions rest with senior GHSD officials. If selected, award recipients will be required to comply with a variety of federal regulations, including anti-trafficking, anti-discrimination, and financial reporting requirements.
