Canoe Access Development Fund
This funding opportunity supports community groups and organizations in Western Pennsylvania to develop and improve safe and accessible canoe and kayak access sites on local rivers and streams.
The Canoe Access Development Fund (CADF), managed by the Western Pennsylvania Conservancy, was established in 2008 by longtime conservation supporters Roy Weil and Mary Shaw. The fund promotes public access to Western Pennsylvania’s rivers and streams, enabling more opportunities for outdoor recreation such as canoeing, kayaking, and fishing. Through annual competitive grants, the fund provides support to community groups and organizations interested in developing or improving canoe and kayak access sites. The fund prioritizes access development on Class I and II waterways that are suitable for novice paddlers. Grants are available to nonprofit watershed and conservation organizations, paddle clubs, local governments, and other community-based groups. The focus is on making informal or underdeveloped sites safer, more durable, and more accessible. Eligible projects may include building new access points, improving existing ones, or adding complementary amenities like parking or signage. Grant awards are made up to $5,000 per site, and previously funded locations may reapply for additional funding if their 10-year maintenance period has been completed. Applicants may also be eligible for up to $1,000 in maintenance reimbursement during the 10-year commitment period. Applications are accepted only by mail during the open window from October 1 to November 17, with notifications of selection made by December 15. The program does not support digital submissions. In addition to funding, the Conservancy provides hands-on technical support for planning, permitting, and construction. The program guide outlines considerations including permitting, liability, site design, construction logistics, and long-term maintenance. Applicants are encouraged to involve local partners, volunteers, and municipalities for implementation support. Priority is given to projects that are practical, environmentally responsible, and community-serving. Interested applicants are urged to download the project implementation manual and begin early coordination with local conservation districts. All projects must demonstrate long-term sustainability and enter into a 10-year maintenance agreement.
