The Critical Infrastructure Grant Program, administered by the New York State Division of Homeland Security and Emergency Services (DHSES), is a targeted funding opportunity that provides up to $50,000 per project to eligible local governments across the state. For the FY2023 cycle, a total of $750,000 in federal State Homeland Security Program (SHSP) funds is available, with the primary aim of enhancing protection and preparedness at government-owned critical infrastructure sites or mass gathering/special event locations. This competitive grant program is part of New York State’s broader homeland security strategy, supporting key mission areas including prevention, protection, and mitigation. The program is structured to enable applicants—counties, cities, towns, or villages within New York—to identify and prioritize one eligible site, conduct a comprehensive risk and capability assessment, and apply for funds to address vulnerabilities or enhance responder capabilities. These assessments must be submitted in the specified Excel format and serve as a critical component in determining eligibility and funding priority. Applicants must also coordinate with at least two partner agencies responsible for prevention or protection functions at the site, such as law enforcement, emergency management, or public works. Funding is limited to specific permissible uses such as equipment, training, and exercise-related costs outlined in the Allowable Costs Matrix (Exhibit A). Examples include interoperable communications, physical security enhancements, and workshops, while personnel, construction, organizational, and administrative expenses are explicitly excluded. Selected applicants must implement projects by August 31, 2026, and meet various federal compliance obligations including participation in the Nationwide Cybersecurity Review (NCSR), NEPA environmental reviews, and ongoing monitoring and reporting requirements. Applications must be submitted via the DHSES E-Grants System no later than 5:00 PM ET on December 4, 2025. Written questions will be accepted until noon on November 24, 2025. Applications are reviewed in two tiers: Tier 1 ensures eligibility and completeness, while Tier 2 uses a 100-point scale plus bonus points to rank applicants. Final award decisions will be made by the DHSES Commissioner, with notifications expected in Spring 2026. Successful applicants will enter into cost-reimbursement contracts subject to state and federal procurement and compliance rules. Performance under these contracts is closely monitored, and failure to demonstrate satisfactory progress or fulfill training obligations could result in sanctions or funding revocation. The program is recurring and reflects New York State’s ongoing commitment to strengthening local emergency preparedness and infrastructure security.
