The Administration for Community Living (ACL), part of the U.S. Department of Health and Human Services (HHS), is offering a cooperative agreement for the operation of the Senior Medicare Patrol (SMP) Resource Center under funding opportunity number HHS-2025-ACL-CIP-MPRC-0031. This opportunity is administered by ACL’s Center for Innovation and Partnership through the Office of Healthcare Information and Counseling. The initiative is aligned with the national mission of the SMP program to empower Medicare beneficiaries, their families, and caregivers to prevent, detect, and report healthcare fraud, errors, and abuse. The grant supports a centralized national resource center that delivers training, technical assistance, and coordination across all 54 SMP projects in the United States and its territories. This funding opportunity offers a single cooperative agreement award totaling $3.5 million across a three-year period. The award ceiling is $1.5 million for the first year, with $1 million annually for the second and third years, pending availability of federal funds. An additional $500,000 is available only during the first year to support pilot testing of new technologies and communication strategies to enhance SMP fraud prevention messaging. Allowable uses of funds include development and dissemination of training materials, technical assistance, stakeholder communication, innovation testing, and performance evaluation. However, activities such as construction or basic research are not eligible for funding. Eligible applicants include domestic public or private nonprofit organizations, including state and local governments, tribal governments and organizations, community-based organizations, hospitals, higher education institutions, and faith-based entities. There is no cost-sharing or matching requirement for this opportunity. However, voluntary non-federal contributions are allowed and, if accepted into the budget, must be accounted for. Applicants are required to submit their applications electronically through Grants.gov by the final deadline of July 30, 2025. The submission window opened at the time of the announcement and is currently active. A letter of intent, while not mandatory, is requested by July 10, 2025. Applications must include a project narrative limited to 20 pages, a detailed budget narrative for each year and overall, organizational capability statement, and letters of commitment from key partners. All applicants must be registered with the System for Award Management (SAM) and have a Unique Entity Identifier (UEI). Applications will be evaluated based on project relevance and need, technical approach, budget justification, impact and evaluation strategy, and organizational capacity. Special consideration will be given to applicants demonstrating subject matter expertise in Medicare and fraud prevention, experience with aging service providers, and capacity to support all SMP grantees nationally. Review panels consisting of experts from federal, state, academic, and nonprofit sectors will assess submissions and make recommendations to the ACL Administrator, who will make the final funding decision. The anticipated project start date is September 1, 2025, with award announcements expected prior to this date.
