Grant Description

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) administers the Clean Fuel and Charging Infrastructure Program, established following a $30 million one-time appropriation authorized by Governor Gretchen Whitmer on July 24, 2024. This initiative is part of Michigan's broader commitment to sustainable transportation and energy infrastructure. The primary focus of the program is to fund electric vehicle (EV) charging stations and hydrogen fueling infrastructure, with a requirement that at least 40% of the funds be directed toward disadvantaged communities. In the first phase of funding, EGLE is offering $5 million in grants to support the deployment of non-public Level 2 alternating current (AC) EV charging stations. These grants cover various project components, including make-ready upgrades, operations and maintenance contracts, and networking/data plans. Eligible projects must target multifamily housing—both existing properties and new developments—with the requirement that facilities be actively occupied and demonstrate long-term plans for continued use. The program is open to any organization, including public, private, and nonprofit entities. Applicants must obtain a Unique Entity Identifier (UEI) from SAM.gov and submit a detailed application. Before applying, organizations must complete several preparatory steps: verifying project site eligibility, coordinating with electric utility providers for assessments and a “Will Serve Letter,” ensuring local zoning and permitting compliance, and securing quotes for both EV charger hardware/software and installation services. A project team must also be assembled, and a site layout and timeline developed. Grant awards are capped at $300,000 per project. Projects not located in Environmental Justice communities must provide a 30% match of requested funds. Grant funds are distributed on a reimbursement basis, requiring grantees to front costs and submit documentation—including receipts and proof of payment—before receiving funds. Grantees are also expected to provide monthly progress updates, submit charging session metrics, and complete a final payment request within 30 days of project completion. Applications will be accepted and reviewed on a rolling, first-come, first-served basis until the $5 million in available funds is depleted. The performance period ends on September 30, 2027, and final payment submissions are due no later than October 31, 2027.
