Grant Description

The U.S. Embassy in Libreville, under the U.S. Department of State's Bureau of African Affairs (AF), has released its Fiscal Year 2025 Annual Program Statement (APS) for the Public Diplomacy Small Grants Program. The initiative is supported through FY25 Smith-Mundt Public Diplomacy Funds, with a total funding pool of $40,000 pending availability. This APS outlines the Embassy’s funding priorities and instructions for applying for grants designed to strengthen U.S.–Gabon relations. The embassy anticipates making up to seven awards ranging from $5,000 to $15,000, with projects expected to start in October 2025 and conclude within 12 months. This funding opportunity is designed to support initiatives that reinforce U.S. foreign policy goals and promote mutual understanding between the people of the United States and Gabon. Proposals must clearly demonstrate a connection to U.S. diplomatic objectives and reflect shared values or showcase American excellence, including support for the America First agenda. Priority areas include expanding English language education, promoting sustainable economic development, fostering a pro-business climate, and advancing cultural preservation that deepens U.S.–Gabon ties. Examples of fundable activities include business and entrepreneurship training, professional and academic exchanges, cultural performances, English language instruction, and more. Eligible applicants include individuals, nonprofit organizations (including NGOs and think tanks), public and private educational institutions, and international or government organizations. For-profit entities are ineligible. While individuals do not require registration in SAM.gov, organizations must be registered and possess a Unique Entity Identifier (UEI). Registration can take several weeks, and the Department encourages early action to ensure eligibility. No cost sharing or matching funds are required for this grant. Applications must be submitted by email to librevillepd@state.gov by 17:30 on August 22, 2025. Applications are accepted on a rolling basis, with award notifications expected by September 1, 2025. Required documents include the appropriate SF-424 forms, a detailed proposal (maximum five pages), a project budget with justification, CVs of key personnel, letters of support from partners, and, if applicable, a NICRA document. Proposals must be in English, budgets in U.S. dollars, and all documents formatted to U.S. standard paper size and specifications. The review process includes a detailed evaluation based on criteria such as program quality and feasibility (30 points), organizational capacity (20 points), ability to achieve objectives (15 points), budget justification (10 points), monitoring and evaluation plans (15 points), and sustainability (10 points). Applications that do not meet the proposal requirements will be considered ineligible. Award decisions will be made by a review committee, and selected projects will be formalized through written agreements issued by the Grants Officer. Successful grantees will be responsible for reporting financial and programmatic progress as specified in their award agreements. Recipients must also comply with a variety of federal policies, including anti-discrimination laws, free speech protections, and restrictions on activities such as construction, scientific research, lobbying, and partisan politics. Applications supporting religious activities or involving alcohol expenditures are not eligible. This APS reflects the U.S. Government’s commitment to promoting bilateral cooperation, transparency, and democratic values through public diplomacy.
