Capacity Building and Program Technical Assistance for Family Violence Prevention and Services Act Formula Grantees
This funding opportunity provides financial support to nonprofit organizations and educational institutions that assist state and tribal governments, as well as domestic violence coalitions, in improving their services and capacity to prevent family violence and support survivors.
The Capacity Building and Program Technical Assistance for Family Violence Prevention and Services Act Formula Grantees funding opportunity is administered by the Administration for Children and Families (ACF), a division within the U.S. Department of Health and Human Services (HHS). This discretionary grant is part of HHS’s broader mission to support families and communities by offering targeted technical assistance and strengthening the service delivery systems that support survivors of family and domestic violence. This opportunity is specifically tied to the Family Violence Prevention and Services Act (FVPSA), which funds and supports initiatives aimed at preventing family violence and enhancing services for survivors across the United States, including tribal and territorial populations. This grant is designed to support capacity building and technical assistance for FVPSA formula grantees. A total of three cooperative agreements will be awarded, with each recipient tasked with providing specialized support to a specific category of FVPSA formula recipients: state/territory administrators, tribal governments and organizations, and domestic violence coalitions. These three awardees will work together as a Capacity Building Consortium to ensure tailored and efficient training and technical assistance (TTA). Collectively, they will help grantees better understand and comply with FVPSA regulations and guidance, enhance their administrative and programmatic capacity, and integrate culturally specific approaches and evidence-based best practices into their services. The funding scope includes up to $1.5 million in total program funds for fiscal year 2025, with each award ranging from $300,000 to $330,000. These cooperative agreements do not require cost-sharing or matching contributions. Funding may be used for developing and disseminating training, technical assistance tools, and resources to support program implementation, governance, partnerships, and program monitoring. The selected grantees are expected to offer expert support that advances the performance and compliance of FVPSA-funded programs, ensuring that survivors of family violence receive timely and culturally responsive services. Eligible applicants include nonprofit organizations—both with and without 501(c)(3) status—that can demonstrate a national, tribal, or statewide reach and experience in providing capacity-building services. Private and public institutions of higher education are also eligible to apply. Importantly, applicants must have a proven track record of delivering TTA to states, tribes, tribal organizations, and/or domestic violence coalitions. Individuals, foreign entities, and for-profit organizations are not eligible. Faith-based and community organizations may apply, and their religious affiliation will neither hinder nor advantage their application. The application process is expected to open on June 16, 2025, with a submission deadline of July 30, 2025, at 11:59 PM Eastern Time. Awards are anticipated to be made by August 29, 2025, with funded projects beginning September 30, 2025. Because this is a forecasted opportunity, applicants are advised to monitor Grants.gov for updates, including the release of the full application package and instructions. The current version of the forecast is dated June 6, 2025. Inquiries regarding this opportunity can be directed to Alyssa Murray at the Administration for Children and Families. She can be reached via phone at 202-401-5284 or email at Alyssa.Murray@acf.hhs.gov. Applicants should also ensure compliance with all electronic submission requirements via Grants.gov and familiarize themselves with the relevant federal regulations and expectations as outlined in 45 CFR Part 87 and 42 U.S.C. 2000bb et seq.
