The FY25 Bureau of Land Management (BLM) Forest and Woodlands Resource Management—Bureau Wide funding opportunity (Funding Opportunity Number: L25AS00297) is administered by the Bureau of Land Management, a division of the U.S. Department of the Interior. This federal agency oversees over 56 million acres of forest and woodland across 12 western states and Alaska, with a mission focused on sustainable land stewardship, wildfire resiliency, and habitat conservation. This opportunity is designed to support projects that promote forest and woodland health, enhance fire resiliency, and contribute to sustainable timber and biomass utilization in alignment with national land management goals. The primary objectives of the funding opportunity are to enhance ecosystem resilience against wildfire, insect infestation, disease, and drought. Eligible activities include forest density management through timber sales and stewardship agreements, reforestation after severe disturbances such as wildfires, and restoration of riparian and upland areas. Specific tasks eligible for funding include tree planting, thinning, salvage/sanitation treatments, fuel reduction, data collection, planning and NEPA compliance, project layout and development, and environmental clearances. These projects are expected to align with strategic goals such as supporting local economies through biomass utilization and sustainable forest product harvesting, restoring forest ecosystems, and expediting NEPA processes. Funding will be distributed through Cooperative Agreements (CAs), with substantial involvement from BLM expected. The total available funding for the program is $8,000,000, with an anticipated five awards ranging from $5,000 to $1,500,000 each. There is no cost-sharing or matching requirement. The award period begins on September 1, 2025, and may extend through August 30, 2030. Applications must be submitted electronically through Grants.gov by July 23, 2025, at 5:00 p.m. Eastern Time. The application window opens June 23, 2025. Projects may be submitted by a range of eligible entities including state, county, and city governments, federally recognized tribal governments, nonprofit organizations, and institutions of higher education. Eligible applicants must register with SAM.gov to obtain a Unique Entity Identifier (UEI) and complete their Grants.gov registration to apply. Required application documents include SF-424 (Application for Federal Assistance), SF-424A (Budget Information), SF-LLL (Disclosure of Lobbying Activities, if applicable), a detailed Project Abstract Summary, and a Project Narrative. The narrative must include a statement of need, project goals, methodology, public benefit, technical approach, timeline, monitoring and evaluation plan, and qualifications of personnel. Additional documents may be required for research projects, including biographical sketches and current/pending support forms. All applications will be subject to a rigorous review process including eligibility screening, merit evaluation, budget review, and risk assessment. Merit review criteria emphasize the applicant’s technical approach, public benefit, qualifications, and project alignment with BLM objectives. Proposals must address national-scale impact and list the project’s state location in the title. Indirect costs for Cooperative Ecosystem Studies Units (CESUs) are capped at 17.5% if submitted under a Master CESU Agreement. Buy America requirements apply for infrastructure projects.
