Proposals will be evaluated based on technical merit and cost reasonableness using defined adjectival ratings. A peer review process will be used, and only one award is expected to be made. Only one cooperative agreement is expected to be awarded, with an initial performance period of 18 months and the potential to extend to 46 months if both optional periods are exercised. The agreement does not allow reimbursement of pre-award costs.
