The Substance Abuse and Mental Health Services Administration (SAMHSA), a division of the U.S. Department of Health and Human Services, has announced a funding opportunity titled "Treatment and Recovery Services for Youth, Young Adults, and Families" under Notice of Funding Opportunity (NOFO) number TI-25-003. This grant program is authorized by Section 514 of the Public Health Service Act and seeks to address the growing and unmet treatment needs of youth (ages 12–17), young adults (ages 18–25), and their families impacted by substance use disorders (SUD) and co-occurring disorders (COD). The primary objective of this initiative is to enhance and expand comprehensive outpatient treatment, early intervention, and recovery support services that are trauma-informed, evidence-based, and family-centered. SAMHSA emphasizes engaging and retaining youth and young adults in behavioral health treatment by addressing disparities in access and outcomes—particularly among females and ethnic populations with higher prevalence of behavioral health conditions. Applicants are required to provide services that meet the diverse needs of their clients and include interventions beyond traditional hours, including evenings and weekends. The program offers up to $545,000 annually per award for up to five years, with an estimated total funding pool of $1,090,000 and a maximum of two awards expected. Funds must be directed primarily toward providing services and must begin within four months of award. Required activities include enrolling youth and young adults, offering integrated treatment services, screening for substance use and mental health conditions, distributing overdose reversal medications, and providing behavioral counseling for alcohol and tobacco use. Allowable activities include peer recovery support, STI and HIV services, recovery housing, and outreach to populations at risk of homelessness. Eligible applicants include public and private nonprofit institutions of higher education, healthcare systems, community-based organizations, tribal entities, and health facilities operated by or under contract with the Indian Health Service. Prior recipients of similar SAMHSA grants (TI-21-001 or TI-23-022) in fiscal years 2021–2023 are not eligible. Proof of nonprofit status and documentation of service experience, licensing, and credentials are required. Applications must be submitted electronically via Grants.gov or eRA ASSIST and follow SAMHSA’s application formatting and content requirements. The application deadline is July 15, 2025, with awards expected no later than September 29, 2025. Projects are expected to start on September 30, 2025. Applicants are required to register with SAM.gov, Grants.gov, and eRA Commons before applying. The application must include a project narrative (10 pages max), budget narrative, multiple attachments, and standard forms (e.g., SF-424, SF-424A). Evaluation criteria focus on population need, implementation strategy, evidence-based practices, organizational experience, and data collection methods. Award recipients will also be required to submit regular programmatic and financial reports and participate in annual SAMHSA meetings.
