FY 2025 Pipeline One-Call Grant

The Pipeline Safety One-Call Grant for Fiscal Year 2025 is administered by the Pipeline and Hazardous Materials Safety Administration (PHMSA) within the U.S. Department of Transportation. The program supports state-level efforts to reduce damage to underground pipelines caused by excavation activities. This initiative aligns with PHMSA's overarching goal to enhance public safety and minimize transportation-related fatalities and injuries by addressing one of the major causes of pipeline incidents. The primary objective of the grant is to bolster State agencies’ damage prevention programs. These efforts include public education, training, enforcement activities, and legislative updates concerning underground pipeline damage prevention. Applicants are expected to use the funding to improve their One-Call programs, ensuring broader participation, effective enforcement, and accessibility of services. Funds can support public awareness campaigns and training but cannot be used for lobbying, legal costs, construction, or regular One-Call center operations. Eligible applicants are limited to State agencies certified under 49 U.S.C. § 60105 or those operating under an agreement per 49 U.S.C. § 60106. The application must confirm adherence to minimum standards under 49 U.S.C. § 6103 and demonstrate the absence of exemptions for municipalities or state contractors from notification requirements. Specific questions outlined in the application must be answered to confirm compliance with federal standards. Applicants must register with Grants.gov, SAM.gov, and are encouraged to use FedConnect for communication. Applications must include forms such as SF-424, SF-424A, a project narrative, budget narrative, and certification regarding lobbying. Indirect cost rates must be supported by a current negotiated agreement or follow the de minimis rate guidelines. Applications are due by June 20, 2025, with questions due by June 13, 2025. Awards are anticipated by September 30, 2025. Evaluation is conducted in three stages: administrative, technical, and programmatic, with merit criteria focusing on relevance to funding priorities and cost effectiveness. Final selections will be made by the Secretary of Transportation based on these reviews.
