Fiscal Year 25 Community Assistance Program - State Support Services Element (CAP-SSSE)

The Community Assistance Program – State Support Services Element (CAP-SSSE) is administered by the U.S. Department of Homeland Security (DHS), specifically through the Federal Emergency Management Agency (FEMA)’s Resilience, Hazard Mitigation Directorate, Floodplain Management division. This funding opportunity for Fiscal Year 2025 is designed to provide support to State National Flood Insurance Program (NFIP) Coordinating Agencies across the United States and its territories. These agencies are tasked with offering technical assistance and evaluating floodplain management performance in communities participating in the NFIP. The CAP-SSSE program aims to strengthen state and territorial capacity to reduce flood risk through technical assistance, including compliance support, floodplain regulation and ordinance review, mapping assistance, workshops, and community engagement. Funding under this program enables recipients to fulfill obligations under 44 CFR §60.25 and implement FEMA and NFIP priorities. The program seeks to ensure communities adopt and enforce effective floodplain management standards, adopt updated flood risk data, and engage in practices that reduce flood-related losses. The total expected funding available under this Notice of Funding Opportunity (NOFO) is $15 million, with an anticipated 52 awards ranging from $65,000 to $600,000. Each applicant must commit to a minimum 25% non-federal cost match, except for insular areas such as Guam and American Samoa, which are exempt from the cost share per federal statute. Recipients may allocate up to 5% of their award toward management and administration (M&A) costs. Allowable expenditures include domestic travel, IT equipment, indirect costs per 2 CFR §200.414, and certified floodplain manager exam fees. However, pre-award costs, lobbying, construction, and international travel (unless pre-approved) are unallowable. Eligible applicants are limited to Designated State NFIP Coordinating Agencies across all 50 states, the District of Columbia, and U.S. territories. Each state agency is allowed to submit one application and must possess a valid Tiered State Framework Assessment. The application must demonstrate personnel expertise in floodplain management, capacity to administer the program, and ability to manage compliance and audit tasks related to NFIP. Subrecipients and subawards are not permitted under this NOFO. Applicants are required to develop a Statement of Work and Detailed Budget using FEMA’s Activity Planning & Pricing Tool and must submit drafts by July 14, 2025. Final applications are submitted through the FEMA GO system and must include several standardized forms such as SF-424, SF-424A, and lobbying disclosures. The application window opens on July 28, 2025, and closes on August 11, 2025, at 5 p.m. ET. Awards are expected to be announced no later than September 30, 2025. The period of performance will run from July 1, 2025, to June 30, 2026.
