RFP 1206 Family Resource Centers
This funding opportunity provides financial support to community organizations in New York State to establish Family Resource Centers that offer family-focused services aimed at preventing child abuse and strengthening family resilience.
The New York State Office of Children and Family Services (OCFS) has issued a Request for Proposals (RFP 1206) for the operation of Family Resource Centers (FRCs) funded by the federal Community-Based Child Abuse Prevention (CBCAP) program. The initiative aims to support community-based programs that strengthen families, prevent child abuse and maltreatment, and improve outcomes for families at risk. The program emphasizes early intervention through voluntary, flexible, and family-focused support hubs situated in accessible locations. These centers are guided by the Strengthening Families Protective Factors Framework and promote positive childhood experiences to foster resilience and family well-being. OCFS anticipates allocating $13,750,000 in total over five years, with $2,750,000 available annually. Applicants may apply for up to $300,000 per county served, with a maximum of three counties per application. While no cost match is required, additional financial or in-kind contributions may improve a proposal’s competitiveness. FRC programs must include structured parenting education, peer leadership opportunities, comprehensive family support services, and strong community collaboration. Services must be culturally and linguistically appropriate and located based on documented community needs. The application process consists of two steps: completing an online administrative form, followed by submission of all required application documents via email. Required components include a technical proposal outlining community needs, services to be offered, staffing plans, and a detailed budget. The evaluation criteria include responsiveness to community needs, alignment with local Department of Social Services (LDSS) priorities, and commitment to outcomes such as participant engagement, retention, and protective factor growth. The application window opens on November 21, 2025, and closes at 4:00 PM Eastern Time on December 12, 2025. Written questions are due by November 6, 2025, with answers posted by November 21. Contracts are expected to start May 1, 2026, and will run for five years, subject to continued funding and performance. Award announcements will occur no earlier than February 6, 2026. Contact for this funding opportunity is the OCFS Procurement Unit via funding@ocfs.ny.gov. All applicants must meet prequalification requirements in the Statewide Financial System if applicable and follow OCFS’s standards and federal grant compliance protocols. This RFP represents a strategic opportunity to advance equity, collaboration, and preventive family support services across New York State.
