The New York State Snowmobile Trail Grant-In-Aid Program is a statewide initiative established under Article 27 of the New York Parks, Recreation, and Historic Preservation Law. It provides funding to local governmental sponsors for the development, maintenance, and grooming of trails within the New York State Snowmobile Trail System. Administered by the New York State Office of Parks, Recreation, and Historic Preservation (OPRHP), the program supports interconnected trail networks to enhance tourism and provide safe, environmentally sustainable recreational opportunities. The grant process is divided into three distinct phases, which collectively represent the lifecycle of the grant rather than separate funding streams. Phase I is the approval stage where local sponsors submit requests for trail changes, reroutes, or new trails by June 1st, ensuring that only approved trails can move forward in the grant process. Phase II focuses on applying for funding for the approved trails, with a September 1st deadline for submission. This phase involves detailed budget and planning documentation. Phase III is the final reporting and closeout phase, where local sponsors submit their actual expenses and trail maintenance logs by May 31st to receive final reimbursement. These phases ensure that trail projects are carefully approved, properly funded, and accurately accounted for, reflecting a structured approach to managing state resources.
