The Local Share Account (LSA) β Category 4 Facilities Program is administered by the Commonwealth Financing Authority (CFA) through the Pennsylvania Department of Community and Economic Development (DCED). The program was established under the Pennsylvania Race Horse Development and Gaming Act (Act 2004-71, as amended) to distribute revenues generated by Category 4 licensed gaming facilities. These funds are made available for projects that promote the public interest in counties that host Category 4 facilities, which currently include Berks, Cumberland, Westmoreland, and York Counties in Pennsylvania. The purpose of the program is to support projects that improve the quality of life for residents in the designated counties. Funding is intended for initiatives that serve the public interest, and all projects must be owned and maintained either by an eligible applicant or a nonprofit organization based in the Commonwealth. Examples of eligible project types include acquisition, construction, demolition, infrastructure improvements (such as sidewalks for public use), purchase of vehicles and equipment (excluding personal protective equipment or uniforms), and costs related to planning, design, and engineering. Administrative costs directly related to grant administration may also be funded, up to a specified percentage of the total request. Eligible applicants include municipalities, counties, redevelopment authorities, economic development agencies, land banks, and councils of governments. Councils of governments must be legally established through intergovernmental agreements and must not operate under the direction of a single member. The program specifically excludes costs related to operations, staff salaries (beyond allowable administrative expenses), consumables, furniture, training, public relations, lobbying, refinancing, or any expenses incurred prior to official CFA approval. To apply, applicants must complete the DCEDβs online Single Application for Assistance at grants.pa.gov. Applications are accepted annually between July 1 and September 30. A non-refundable application fee of $100 is required and must be paid online by credit or debit card before submission. Required supplemental items include a detailed project description, cost estimates, confirmation of project ownership, a board resolution, and evidence of matching funds (if applicable). Matching funds are not required, but if included in the budget, supporting documentation must be submitted. Applications are evaluated by the CFA based on cost, strategic importance, and projected community impact. Projects may not begin until CFA approval is received, and costs incurred before this point are ineligible for reimbursement. All approved applicants must maintain accurate records, comply with applicable bidding and nondiscrimination requirements, and submit annual reports detailing how LSA funds were utilized. The grant agreement must be electronically signed and returned within 45 days of receipt, or the award may be withdrawn. Funds will be disbursed only after the contract is executed and upon submission of valid payment requests, including required documentation.
