Ryan White HIV/AIDS Program AIDS Drug Assistance Program (ADAP) Emergency Relief Fund (ERF)
This funding provides financial support to U.S. states and territories to ensure low-income individuals living with HIV have uninterrupted access to necessary medications and healthcare coverage.
The Health Resources and Services Administration (HRSA), through its HIV/AIDS Bureau and Division of State HIV/AIDS Programs, offers the AIDS Drug Assistance Program (ADAP) Emergency Relief Funds (ERF) to provide supplemental support to states and territories participating in the Ryan White HIV/AIDS Program (RWHAP) Part B. The program’s purpose is to prevent, reduce, or eliminate waiting lists for HIV treatment medications, or to cover funding shortfalls in ADAP budgets related to medication and healthcare coverage. HRSA anticipates that states and territories will use ERF funding to maintain uninterrupted access to antiretroviral therapy and related care coverage for low-income individuals living with HIV. The ADAP ERF addresses dynamic challenges such as increased treatment costs, rising numbers of eligible clients, and reductions in program income or pharmaceutical rebates. At the time of publication, no waiting lists are active, but if one is established, recipients must immediately report it and use ERF funds to resolve it. Awards will supplement a state’s RWHAP Part B ADAP base award and align with HRSA’s broader goal to end the HIV epidemic in the United States through viral suppression and sustained engagement in care. Eligible applicants are limited to U.S. states and territories that currently receive RWHAP Part B funding and can demonstrate a need for additional resources to prevent or eliminate waiting lists or address other funding shortfalls. Tribal governments, local governments, and individuals are not eligible. The program has no cost-sharing or matching requirement. HRSA expects to distribute approximately $75 million in total, with individual awards ranging from $100,000 to $10 million depending on need and presence of a waiting list, for a one-year budget period from April 1, 2026 through March 31, 2027. Allowable uses of funds include the purchase of HIV medications and insurance coverage premiums, deductibles, co-payments, or coinsurance for eligible clients. Unallowable costs include clinical quality management, international travel, cash payments to clients, construction, and costs reimbursable through other payors. Administrative costs are capped at 10 percent of the total award. Recipients must comply with all applicable federal regulations under 2 CFR 200 and 2 CFR 300, HRSA policy clarifications, and program-specific reporting, including the ADAP Data Report and semiannual progress reports. Applications are due by 11:59 p.m. ET on November 3, 2025, and must be submitted via Grants.gov under opportunity HRSA-26-012. An informational webinar will be held October 15, 2025. HRSA anticipates issuing award notices by April 1, 2026. Merit review criteria include need, response, impact, organizational capacity, and budget justification, totaling 100 points. Preference is given to applicants with a current ADAP waiting list.
