Recreational Trails Program
This program provides funding to public entities and nonprofit organizations in Arkansas for the construction and maintenance of recreational trails that are accessible to the general public.
The Recreational Trails Program (RTP) is a federally supported, state-administered reimbursement grant program managed by the Arkansas Department of Transportation (ARDOT) in collaboration with the Federal Highway Administration (FHWA). This program aims to enhance the quality and accessibility of recreational trails across Arkansas by funding construction, major maintenance, and support infrastructure for both motorized and non-motorized trail systems. Through a competitive application process, RTP funding is distributed to eligible project sponsors who demonstrate commitment to expanding or maintaining trail infrastructure that serves the general public. Under this program, a wide variety of projects are eligible for funding. Priority is given to the construction of new trails and major maintenance of existing trails. Eligible costs may include bridge construction or installation, interpretive materials, signage, trailhead facilities, restrooms, and other trail-supportive infrastructure. However, elements such as playground equipment, visitor center enhancements, picnic tables, or sidewalk improvements are explicitly excluded. The RTP adheres to a reimbursement model, offering an 80% federal share of eligible costs, while sponsors must contribute a 20% non-federal match. Importantly, there are no upfront funds provided, requiring sponsors to manage project costs initially and request reimbursements as work is completed. Eligible applicants for RTP grants include a wide spectrum of public entities such as city and county governments, transit agencies, public land authorities, school districts, tribal governments, and nonprofit organizations with 501(c)(3) status. To qualify, applicants must ensure that the trail project remains accessible to the public for the duration of the project’s lifespan. The Arkansas Recreational Trails Advisory Committee (ARTAC), comprised of representatives from diverse trail user groups and the FHWA, evaluates and scores applications based on merit, project impact, and compliance with program priorities. The 2026 application cycle for the RTP is now open and will close on April 30, 2026, at 4:00 p.m. CDT. All applications must be submitted through the designated online portal. Separate applications are required for each proposed project. Two virtual information sessions will be held to guide applicants through the process, scheduled for February 12 and February 24, 2026. Participants are encouraged to attend either session to gain insights into application requirements and funding priorities. Applicants must submit all required documentation including project plans, specifications, environmental clearances, and proof of site ownership. Successful applicants will enter into a formal agreement with ARDOT and will be held responsible for adhering to all grant conditions and deliverables. Given the reimbursement nature of the funding, careful financial planning and compliance with all permitting and construction standards is essential for timely project execution and reimbursement. Per federal statute, RTP funding allocations are structured to support a balanced portfolio of recreational use: 30% must be dedicated to motorized trails, 30% to non-motorized trails, and the remaining 40% allocated at the state's discretion to support projects that serve multiple user groups or demonstrate innovative trail-sharing practices. While the maximum allowable grant amount is determined at the beginning of each funding cycle, for 2026, infrastructure-inclusive projects must request at least $50,000. There is no minimum for non-infrastructure-only projects.
